Since the Khan Market Gang (#KMG) gamed the system for a firmer grasp on power, engineering service officers who hadn’t done anything related to engineering suddenly came to the top and ignored even the slightest hint of administrative modesty. The highest level of HAG officers in railway system have been trampled by this unproductive group of officers who had never ever done even one act of value for which they had been recruited by the UPSC. Welcome to the bold new #KMG ruled world of Indian Railways.

#Railwhispers has been notifying the Railway Minister about the activities of this group of #KMG. It is said that the Minister is completely controlled by this clique of the #KMG, with #Advisor now referred as ‘Executive Minister’. What Minister perceives, hears, and writes is all moderated by his #Advisor.

Is he the ‘Rasputin’ manipulating the fright of Tsarina? What can be the fear of Minister? It is said that he is possibly terrified that without careful handling by his #Advisor aka #Tenderman, Indian Railways cannot produce Train-18, which railwaymen find amusing. When did the #Tenderman ever serve in RDSO or any Production Unit-when did he take even one design decision or take tender decision without protective umbrella of Railway Board? His tall claims were busted in detailed reviews of his autobiography- “Never A Bystander”, he in fact only handled the RSP and in mature years, tenders.

There is case for UPSC to review what have the engineers they recruited finally delivered? If the Indian Railways just need smart alecs, #UPSC should discontinue all examinations and hand over examination to Dr Upadhyay’s Emotional Intelligence test.

Today #IRMS is like #BMBS on Indian Railway’s extensive wagon fleet-the only way to stop trains appears to take leaf out of B.R.Chopra’s ‘Burning Train’. Danny of IRMS is our very own #Tenderman.

#Tenderman’s fascination with tenders is winding up a spring that will soon unravel and become as scandalous as his WAG12, yet no #KMG would be seen responsible for it–their signatures in the important documents would be as visible as a unicorn on a street corner. Shortcuts which was mainstay of All India Dilli Service (#AIDS) and #KMG created fiasco of wagon brakes. Claiming them to be ‘known deficiencies’ have left not just egg on face of engineers, but serious unanswered questions on how without extensive field trials massive proliferation? Is similar haste not shown, now on rolling stock?

The delay, would someone kindly explain to the Minister, in the Train-18 i.e. Vande Bharat production was due to the malicious behaviour of few, of which #Tenderman was a pivotal player–the chain of events he initiated still affects the promotion of hundreds of senior officers. The refusal of #KMG to share the notings on the file which led to Office Order 58 of 2016 is testimony to this fact, despite the fatal dislocation which it caused to the morale of the organisation.

#KMG specialise to give band aid solutions to leaking dykes, Railway Ministers across governments loved them and in the end paid price with their political careers, these snake oil sellers then moved suavely to the next man in the chair. We wrote about it – why and how only ministers will pay the price?

The extent of anarchy and play of #AIDS in IRMS has wrecked body blow to the administrative soul of Indian Railways.

We talked about it, but it is important to talk about a key development which like other issues remained unreported.

VIOLATION OF IRMS RULES BY RAILWAY MINISTRY

The Gazette Notification of 27th May, 2022 laid down an elaborate process for creation of panels for General Managers and Members of the Railway Board. Salient Features were as follows – Violations against each is also mentioned:

“Para 2(a) Empanelment for these IRMS Level-17 and IRMS Level-16 posts shall be done batch-wise from the eligible candidates, selecting the best suitable officers through a comprehensive assessment by Ministry of Railways and approved by Appointment Committee of the Cabinet (#ACC)”.

Applications should have been called for from 1983 and 1984 Batches, which had sufficient number of officers for the existing vacancies and anticipated vacancies during the year. But applications were called from 1983, 1984, 1985 and 1986 Batches – four batches. Nearly 135 officers applied.

Annexure 1 Para 2 Constitution of Experts Panel (EP)

a) A panel of experts (EP) would be created from amongst a set of retired officers. Panel selection would be done with utmost care.

b) Retired officers of following ranks would be considered for creating panel.

• Chairmen and Members of Railway Board
• Secretaries, Government of India
• General Managers (GMs) of Railways
• Additional Members (AMs) of Railways
• Principal Heads of Departments (PHODs) of Railways

None of the members of the MSF (Multi-Source Feedback) Committee had ever been a GM, some had not even become a DRM and a couple of them had serious charges of misdemeanours against them while in service. Not a single member was ever a Secretary to the Government of India, or CRB or Member of the Railway Board either. This incompetent committee was clearly directed to reject senior officers and recommend a select few, who were favourites of Railway Minister, other politicians and Sudheer Kumar, Advisor to Minister for Railways.

Since officers from senior batches could not have been eliminated on the basis of performance – after all they had risen to high positions on the back of high performance appraisals – a clever ploy was created of MSF, or 360 degree evaluation. A large number of officers, 122 in all, were declared of doubtful integrity on hearsay and lacking other leadership qualities.

“Para 2 (e) Panel for the next batch will be prepared well in advance so that the new panel can be considered for filling vacancies as soon as the existing panel is exhausted”.

In order to exhaust the panel quickly and favour the 1987 Batch, a short panel of only 8 officers was made even though vacancies and anticipated vacancies were about 15. It is inconceivable that out of 135 officers, the Ministry found only 8 officers suitable. Such a large scale rejection of senior and competent officers is unprecedented in the government, that too on dubiously created standards.

Annexure Para 5. Psychometric measurement of Emotional Intelligence Quotient (EQ)

a) Psychometric assessment of officers will be done using standard tools to understand the
Emotional Intelligence Quotient.

b) EQ will give an additional tool assessing personality and role fitness.

c) EQ assesses personality on 5 scales:

• Self-perception: Honest awareness of one’s strength, weakness, development needs, goals in life, self-confidence, ambitions etc.

• Self-expression: Assertiveness, independence of thinking etc.

• Interpersonal: Empathy, social responsibility, ability to communicate with stakeholders etc.

• Decision making: Problem solving, reality testing and impulse control.

• Stress management: Flexibility, optimism and stress tolerance.

This is all high-sounding management jargon designed to impress the innocent. MSF or 360-degree evaluation is commonly used for career counselling of young blood, not for promotion to senior positions in the government, especially 360-degree feedback as a criteria for empanelment has also been adversely commented upon by a Parliamentary Committee. No other cadre in the Government of India has this system for promotion – IAS, IPS, Military, Judiciary – none. Yet this system was used to destroy the careers & future of 122 Senior Railway Officers.

The company chosen for this purpose was non-transparently selected and a single tender awarded to it. The relationship of this company with Sudheer Kumar is well established. He has even mentioned the relationship himself in his own book.

Para 3.6, Representation by officer

a) Any officer affected by the empanelment process may submit a representation to the Chairman & CEO, Railway Board, who shall send this representation to the Review Expert Panel.


d) An officer can submit a maximum of two representations for empanelment of IRMS Level-16 and one representation for empanelment of IRMS Level-17.

An aggrieved officer, upon his non-inclusion in the GM Panel is entitled to make two representation, which may take up to four months for each representation. Representations have been sought vide Railway Board’s Letter no. 2022/SCC/04/17, dated: 10.11.2022 and nearly three dozen officers have represented. Over three months are over, and no action has yet been taken. A second representation should be due to be called around March 2023 and addressed around July 2023.

But without waiting for the redressal of these first round of representations, and without even calling the second round of representation, the Railway Ministry has gone ahead with preparation of the GM Panel out of 1987 Batch. Can it, therefore, be safely assumed that the Ministry has decided in advance that none of the appellants will be found eligible?

Violations:

Conclusion:

If the Railway Ministry has found only eight suitable candidates out of four batches in the previous panel, common sense and statistical analysis indicates that not more than 3-4 officers will be found suitable out of the 1987 Batch. What will then the Ministry do? Call for applications from 1989 and 1990 Batches? If the screening of 1987 Batch yields a larger proportion of candidates that the 1983-1986 batches vis-à-vis the population, a new book may have to be written on Statistics.
