They are the ones who need to removed and punished then only system will improve

Central Bureau of Investigation (#CBI) and #Vigilance is doing their job, culprits should be punished. At the same time what about #responsibility of Senior Officers? Whether they are not #responsible for this loot? Can anyone imagine a #Corruption of this big amount can happen without the support of senior officials?

Lot of senior officials would have visited #Gaya on official duty for washing their personal sins and clearing #Pitardosh why they have turned blind eye to this loot?

Senior officials have got hefty commission. If all the responsibility is with Group ‘C’ and Group ‘D’ employees why the hell #Railway is recruiting these white elephants just to enjoy on taxpayers and passengers hard earned money?

They are enjoying sprawling bungalows, retaining these bungalows for years without paying a single penny of taxes, scores of staff, bungalow peons, saloons for private visits, misusing official resources, unofficial status of officers to their wives and vehicles for them, loot in the name of WWOs, well furnished AC chamber, luxury AC vehicle, power to extort money from subordinates and vendors, and what not.

Corruption involving senior officers has reached its peak during this spending spree of tax payers money without any objective. Only motive of senior officers are to get mota-commission by finalising #Tender anyhow.

CRBs and #BoardMembers are on the roll of #contractors and #OEMs. Whether minister has checked any progress whether desired objective has been achieved within target date? #Mantri ji reply will be big NO.

These #termites will come with one or another excuse and reasons. Have you ever asked them why they could not anticipate or foresee something very common which is supposed to happen in every another case. Your officers are on spending spree and getting mota commission only.

They are taking hefty #commission from #OEMs and #RDSO vendors. Take action against culprits as per rule but make senior officers responsible for mishaps and loot in Railways. #DRMs, #PHODs, #SDGMs ,#GMs should be held responsible. They are the ones who need to removed and punished then only system will improve.

CBI investigation report as per FIR

Information revealed by CBI that various supplier firms placed purchase orders of different items related to Track Fittings required by Stores Department of constructions Mahendru Ghat, EC Railway and the materials are supplied in the stores of Construction Department, Track Depot, Dehri-on-Sone.

It is alleged that while giving the delivery of the items namely Fish Plate, ERC, Nut Bolt, LC fittings etc. by the private suppliers, the agent of these companies /firms used to give commission /bribe by way of money transfer through the guards to the SSE, P-Way of the Stores of Construction Department in order to give receipt /acknowledgement of the items supplied as per supply order.

Hence, on receipt of a reliable source information, Joint Surprise Check was conducted in the O/o SSE/P-Way, Engineering/Construction, ECR, Dehri-on-Sone by CBI Team of 0/o SP, CBI, ACB, Patna in association with Officers of the O/o SDGM, Vigilance, EC Railway, Dehri-on-Sone on 24.04.2025 from 1715 hrs to 2330 hrs.

Raj Kumar, SSE, P-Way (Construction), Dehri-on-Sone was unable to show the details to the team members as to when he last received the material and name of the supplier firm. Thereafter, the team made specific request to him to provide the details of items which this office received during the period January, 2024 to 24th April, 2024 from different supplier firms /companies and re-issued to the different office on the basis of their requisition. He was further requested to provide the copy of invoices related to supply and demand letter related to issue to various department for the aforesaid period, but Raj Kumar did not show this information to the team members so that it can be verified physically. He informed to the team members that during his period i.e. from February 2025 to till date no items have been supplied by the supplier firms. He further informed to the team that after retirement of H. N. Choubey, SSE he was un-officially engaged him to assist him in the work of stores P-Way construction Dehri On-Sone without any formal approval of the competent authority.

On query about the P-Way Stock Register related to receipt and distribution of the items from this store, he failed to answer the team and could not show the register and invoices to CBI Team.

Further, on query about the other staff of the office, he informed that one Annu Kumar, Khalasi and Binod Ram, both Group-D official are working as Chowkidar of the store of Sone Nagar and Birendra, Group-D employee working in SSE, P-Way Construction Store Office, Dehri On-Sone who was on rest.

On specific query Raj Kumar, SSE, P-Way informed that Binod Ram is presently available at the store of Sone Nagar. In order to see the condition of store and the materials kept there, CBI Team along with Vigilance Officers of #ECRailway, Hajipur visited the said store of Sone Nagar. During their visit, they found Binod Ram in the said construction store of Sone Nagar. On query, Binod Ram informed that one truck bearing No. BR26GC3231 loaded with materials 15-20 tie bar and 30-50 rail pieces have gone outside this store premises on the instructions of Raj Kumar, SSE, P-Way at around 1300 hrs.

This was asked by the team from Raj Kumar, SSE, P-Way, Construction, Dehri-on-Sone to which, he showed his ignorance but on repeated query by showing the photographs of the truck loaded with material, he disclosed before team that he contacted #RavindraKumarSingh, S/o. Late Ram Suhag Singh, Proprietor of M/s. Singh Iron Traders Company, Hajarikarma, District: Aurangabad (Mobile No. 85…) through earlier SSE, P-Way In-charge H.N. Chaubey and Ravindra Kumar Singh agreed to purchase the aforesaid materials as scrap items @ Rs. 18/- per Kg.

The total quantity of this item is 8.5 Ton and the price was negotiated at Rs. 2.10 lakhs out of which Rs. 1 lakh was already given in cash by Ravindra Kumar Singh to him (Raj Kumar, SSE) in March, 2025 at his residence at Patna and regarding payment of remaining amount it was decided to pay after delivery of the item. This disclosure of Binod Ram, Chaukidar corroborated from the Photographs recovered from his mobile phone taken by him on 24.04.2025 showing the Truck No. BR26GC3231 was loaded with the railway materials. Raj Kumar, SSE – P-Way further informed to the team that this truck is of one Smt. Manju Devi W/o Ranjan Singh R/o Aurangabad which he was conveyed by Ravinidra Kumar Singh has been hired for taking the railway materials from Sone Nagar Store on 24.04.2025.

Thus, the aforesaid facts clearly reveals that Raj Kumar, SSE had taken undue advantage of Rs. 1 lakh out of total Rs. 2.10 lakhs negotiated by him for giving this material illegally to Ravindra Singh as scrap material whereas these materials have been purchased by Railway for using in new track fittings.

During the course of said inspection, it is revealed that Anil Singh had worked as SSE, P-Way before H.N. Chaubey, SSE, P-Way of Stores of Construction Department, Dehri On-Sone. It also revealed that Lav Kumar @Bhim S/o. Late Rameshwar Vishwakarma R/o. Village: Khadgada, PO: Haidar Nagar, PS: Haidar Nagar, District: Palamu, Jharkhand, presently residing at English village, Post: Sone Nagar, PS: Baron, District: Aurangabad (Mobile No. 77…) was engaged by Anil Singh, SSE, P-Way, Construction, Dehri On-Sone for doing the work of Watchman, etc. on temporary basis.

Thereafter, the team in presence of aforesaid Chief Vigilance Inspector of EC Railway Hajipur requested Raj Kumar, SSE, Annu Kumar, working as Chaukidar and Lav Kumar @ Bhim Private Person to allow the team to peruse their Mobile Phones. During the perusal of their Mobile Phone the following relevant facts related acceptance of commission/bribe amount from different suppliers by the aforesaid SSE, P-Way Construction, Dehri On-Sone namely Anil Singh, H.N. Choubey and Raj Kumar have been revealed through the UPI transactions from the account of Lav Kumar @Bhim, Pvt. Person and Annu Kumar, Chaukidar, which were subsequently transferred either in their account through UPI or given in cash as per their instructions:

Thus, Anil Singh, the then SSE, P-Way (Retired in April, 2024) had received undue advantage in the form of bribe of Rs. 1,35,000/- during 21.03.2024 to 02.04.2024. It is also revealed by Lav Kumar @Bhim that the amounts were received from various suppliers were paid to Anil Kumar Singh in accounts of his family members which were given to him by Anil Singh for example in the account of Ms. Arpita and Ms. Priya, niece of Anil Singh. Besides, this sometimes these commission amounts were received in cash.

Thus, aforesaid transactions showing that Rs. 2,15,074/- received as bribe/commission by Lav Kumar, Pvt. Person and Annu Kumar, Group-D/Chaukidar from different agents of suppliers of material to this office on the direction of aforesaid Anil Singh (now Retired), H.N. Choubey (now Retired) and Raj Kumar, SSE, P-Way, Construction, Store, Dehri On-Sone and the same have been transferred by them in their accounts, through Mobile Phone.

Besides this, it also revealed that Raj Kumar, SSE, P-Way, Construction, Dehri On-Sone had received Rs. 1 lakh bribe from one Private Person from the negotiated total amount of Rs. 2.10 lakhs for giving the costly railway store materials in throw away price considering these materials as scrap illegally to the said private person without any approval of competent authority.

Hence, a regular case (RC0232025A0010, dtd. 25.04.2025) is registered u/s 7, 8 & 12 of P. C. Act, 1988 (as amended in 2018) and section 61 (2) of BNS 2023 against #RajKumar, SSE/P-Way, Engineering/Construction, ECR, Dehri-on-Sone, #AnilSingh (now Retired), the then SSE/P-Way, Construction, Store P-Way, Construction (Track Depot), Dehri-on-Sone, #HNChoubey (now Retired), the then SSE/P-Way, Construction, Store P-Way, Construction (Track Depot), Dehri-on-Sone and Unknown Public Servants and Unknown others and the case is entrusted to Smt. Rubi Choudhary, Dy. SP, CBI, ACB, Patna for investigation.
