What is Beyond Reasonable Doubt
There are things that defy all logic, things that are utterly incomprehensible even to the most prudent individuals.
Consider these shocking examples:
- A minister is deceived into appointing an officer, who had been charged with absconding from duty and working for a railway vendor involved in cases handled by the RDSO’s #Vigilance, as the Chief Vigilance Officer (#CVO) at #RDSO. When #Railwhispers break this news, the officer requested a #transfer and ultimately had to take voluntary retirement (#VRS). Yet those responsible for this deception and manipulation have gone unpunished.
- Time and again, officers who were #bypassed for empanelment in #IRMS have been promoted, including the current Chairman of the Railway Board (#CRB). The case of #SeemaKumar is particularly outrageous – she was denied consideration for Level-16 in IRMS and lost her both appeals, yet somehow managed to be empanelled at Level-17, paving the way for her promotion as #MOBD. Seema Kumar is set to retire in just 7 months. “सीमा कुमार: जो लेवल-16 में रिजेक्ट हुईं, वह लेवल-17 में फिट कैसे हुईं?” It is also worth noting the curious pattern in her #CV – she has hardly worked in divisions, which is crucial for operational experience. - The #PCPO of #MCF has taken advantage of his vulnerable staff, and there is video evidence to support these claims. Joint complaints have been filed against him, yet the Director General of Human Resources (#DGHR) is simply idly standing by. - There is evidence of misconduct against the previous #DRM of Chennai and another #electrical officer from #ECR, which has been published and followed up on, yet the Railway Board and the Minister continues to remain silent. - A #traffic officer was transferred out of the board based on specific information received by the then Chairman, Railway Board but this individual managed to deceive the system and secure a plush position in the Northern Railway HQs.
- Another #electrical officer, who was initially transferred to #SECR, had their orders cancelled after months and was subsequently posted in the Railway Board. Please read again: “Question is that of Credibility Mr Rail-Minister – Please don’t Jump the Gun!”
- Despite extensive reports supported by data, which have exposed how the #signal department has unlawfully benefited #vendors and themselves through manipulation of #procurement systems, the Railway Board has shown no fear or concern. The #HighCourt of #Calcutta even criticized the #Chairman/#CEORlyBd in this matter. How can such brazen illegal activities be carried out without any consequences?
- A clear pattern has emerged in which #incompetent or #corrupt vigilance officers have ruined the careers of highly esteemed officers. The cases of Vande Bharat and Mr. #Lahoti highlight the #corruption within the #Vigilance department. We have repeatedly called for the Chairman of the Railway Board (#CRB) to personally interview vigilance officers to assess their suitability. It is concerning that these officers lack field experience and spend their entire careers in vigilance. We have raised the issue of the Jha-Rai-Ashok Kumar trio and their corrupt practices, but the lack of response from the Minister and the CRB indicates their true intentions.
- The deliberate lack of #rotation is no longer cause for concern-it is scandalous now. We have previously highlighted this issue in #production units, where the scope of work is limited but there is a disproportionately high number of tenders and materials. The silence on such an important matter suggests that the railway board welcomes this lack of rotation, although the reasons for their approval remain unclear. Does the ‘cut’ really travels all the way up as credibly believed by officers?
- The Chief Signal and Telecommunication Engineer (#CSTE) of South Eastern Railway (#SER) was rewarded instead of being punished following the incident in #Balasore. Were the Minister’s tears merely an act? If not, why did he fail to take action when the #wrongdoer was rewarded?
