Shocking Abuse of Power by PCPO/MCF, and the Suffering of Subordinate Employees

This entire episode is about misuse of position, power and authority. It is expected that the way dismissal action is taken against employees in such cases, the Railway Administration will take similar action against Amarnath Dubey too! Along with this, the railway administration will also take strict cognizance of the cover-up and inappropriate behavior of MCF Vigilance in this matter

In a startling turn of events involving Amarnath Dubey, the esteemed Principal Chief Personnel Officer (#PCPO) at the Modern Rail Coach Factory (#MCF), Raebaeli, we find ourselves witnessing an unprecedented and previously uncharted chapter in the history of #IndianRailways.

It stands as a glaring example of how an individual, entrusted with the #Post, #Power and #Authority, can wreak havoc in the lives of their #subordinates by exploiting their official position.

This matter is a call to attention, shedding light on the dire consequences that unfold when #sadistic behavior collides with the influence and prerogatives of authority, leading to the extensive and profound suffering of countless subordinate employees.

The outlined #grievances are as follows:

  1. Mr #AmarnathDubey frequently summoned subordinate #Railway Employees to his #residence, coercing them into providing massages. #Video evidence of these unsettling encounters involving office assistants Rajeev Kumar and Vivek Kumar Pandey is attached for reference.
  2. When Rajeev Kumar and Vivek Kumar Pandey refused to yield to his relentless demand for massages, Mr Dubey’s fury ignited, and he resolved to impart a harsh lesson. Simultaneously, during an ongoing #Vigilance investigation against Mr Dubey, Sanjay Tiwari, #SVO/MCF, vide his letter dated 09.01.2023 summoned #RajeevKumar and #VivekPandey to record their statements.
  3. Notably, Rajeev Kumar submitted video clips depicting his ongoing #harassment. Shockingly, the #SVO chose not to investigate the matter but rather leaked it to Mr #Dubey, amplifying the anger. In the wake of these developments, Mr Dubey’s anger escalated, and he sought revenge, determined to leave an indelible mark on Rajeev Kumar and Vivek Pandey.
  4. Consequently, Mr Dubey issued major penalty charge-sheets (#SF-5) to both Rajeev Kumar and Vivek Kumar Pandey, based on false charges.
  5. Rajeev Kumar received a major penalty charge-sheet, falsely accusing him of unauthorized absence. However, the actual circumstances were vastly different. He lost consciousness at his workplace due to relentless torment and was subsequently admitted to the Railway hospital, a photograph of which is provided as evidence.
  6. After his hospital discharge, Rajeev Kumar was in the process of recuperating at home and diligently communicated his sickness through numerous emails and letters sent via registered and speed posts. Despite plethora of communications on record, Surprisingly, Mr Dubey accused him of failing to provide notification and proceeded to issue a major penalty charge-sheet. An impartial investigation into this charge-sheet alone would reveal the questionable nature of Mr Dubey’s actions through the #abuse of his authority.
  7. The National Federation of Indian Railwaymen (#NFIR) brought these concerns to the forefront through their letters dated 23.03.2023 & 22.07.2023, addressed to the Hon’ble #Minister for Railways and the #GeneralManager of #MCF. Regrettably, no action was taken, allowing Mr Dubey to persist in his #misuse of power and authority.
  8. Tragically, due to Mr Dubey’s #inhumane and #cruel conduct, Welfare Inspector Anand Pandey lost his life to a sudden heart attack. His wife detailed the ordeal in a letter dated 01.07.2023, addressed to #GMMCF. Disturbingly, no action was taken in response. Copies of her letter, along with photographs depicting employee demonstrations and protests, are available for ready reference.
  9. A #memorandum, endorsed by 76 subordinate #employees, was submitted to #GMMCF, vehemently protesting Mr Dubey’s illicit activities and the ongoing #harassment of subordinates. Surprisingly, the #administration chose not to address the matter and instead conveniently suppressed it.
  10. ManojKumarSingh was stationed in #Ayodhya unofficially for over three months, overseeing the construction of Mr Dubey’s house. Mr #Dubey would frequent Ayodhya on weekends and obtain #Manoj Singh’s signature on muster rolls as #evidence of his presence. Copies of the unsigned and subsequently filled-up muster rolls are provided for reference.
  11. Mr Dubey was embroiled in the #construction of a #house in his native Ayodhya, and trucks laden with Railway materials, particularly #wooden and #iron materials, were dispatched for this purpose, seemingly in collusion with the then #CSC/RPF. Manoj Kumar Singh, another office assistant, was unofficially and unlawfully stationed in Ayodhya to oversee the construction work, should be questioned to unearth the truth. It is understood that a written intimation from one of the affected person is already pending with the administration.
  12. Additional evidence substantiating Mr Dubey’s unlawful activities will be presented in due course.
  13. Mr Dubey was known to operate with the assistance of a close-knit group led by his Confidential Assistant.

उपरोक्त पूरे प्रकरण पर अमरनाथ दुबे का जवाब टाल-मटोल वाला था। फ़ोन पर जब उनसे पूछा गया कि वह यह मालिश-मसाज कहाँ पर और किससे करा रहे हैं? तो इस पर उनका कहना था कि आप लखनऊ आएँ हम सब ‘पेपर’ दिखा देंगे। इस पर जब उनसे यह कहा गया कि इन दोनों कर्मचारियों को आपने अपने घर पर काम करने के लिए लगा रखा था और उनसे अपने घर के सारे काम करवाने के बाद उनसे अपनी मालिश भी करवाते थे, और जब विजिलेंस को कम्प्लेंट हुई, तो इन्हें प्रोटेक्ट करने के बजाय आपने इन्हें मेजर पेनल्टी चार्जशीट देकर नौकरी से निकालने की तैयारी कर ली, इतनी अनैतिकता लाते कहां से हैं आप अधिकारीगण! इस पर उन्होंने स्वीकार किया कि हाँ, ऐसा किया पर इसका कारण अलग था, वह बताऊँगा जब लखनऊ आएँगे!

दिवंगत वेलफेयर इंस्पेक्टर आनंद पांडेय के संदर्भ में उनका कहना था कि स्वर्गीय पांडेय की असामयिक मृत्यु का उन्हें बेहद अफसोस है, मगर उनकी पोस्टमार्टम रिपोर्ट देखी जा सकती है, जबकि उनकी फेमिली से वह आज भी संपर्क में हैं। आपके घर पर काम करने वाले दोनों कर्मचारियों से जब दिन में कभी भी आकर मस्टर पर साइन करने के लिए डब्ल्यूआई ने कहा तो उसने क्या गलत कहा था, फिर आपने डब्ल्यूआई अरुण सिंह को अपने चेंबर में बुलाकर इसके लिए अपमानित क्यों किया? इस आरोप से दुबे ने इंकार किया। हालाँकि शुरू में ही उन्होंने इस पूरे प्रकरण को बहुत पुराना बताकर टालने का प्रयास किया था। इसी प्रकार हर आरोप पर उनका हर जवाब अस्पष्ट और असंतोषजनक था।

बहरहाल, उपरोक्त तमाम अनैतिक और नियम विरुद्ध कार्यों पर अमरनाथ दुबे कोई स्पष्ट स्पष्टीकरण नहीं दे पाए, और न ही वह अपने कृत्यों को सही ठहरा पाए! यह पूरा प्रकरण पद, पॉवर और प्राधिकार का दुरुपयोग करने का है। उम्मीद की जाती है कि ऐसे मामलों में जिस तरह कर्मचारियों के विरुद्ध नौकरी से बर्खास्तगी की कार्रवाई की जाती है, उसी तरह की कार्रवाई रेल प्रशासन अमरनाथ दुबे के विरुद्ध भी करेगा! इसके साथ ही इस मामले में एमसीएफ विजिलेंस ने जिस तरह लीपापोती और अनुचित कार्य-व्यवहार किया, उस पर भी रेल प्रशासन कड़ा संज्ञान लेगा!
