Extremely long tenure of officers and supervisors due to lack of meaningful rotation has led to creation of criminal mafia

Why should an officer be spending more than 10 to 25 years in one unit? If Railway Board can not handle the prime minister’s constituency, then nothing more can be said about Rail Bhawan’s intentions and ability

Why should eight axle 12000 hp of Madhepura loco should cost 12-15 crores more than cost of 12 axle 12000 hp CLW/BLW locos? Why 16 coach Vande Bharat should cost 100 crore more per train? Why efforts were made to junk Russian bid through RVNL for ₹120 crore per train which would have reduced the gap to about ₹60 crore per train? Who are the locomotive or tarin-set experts, why are they not working with Traffic Directorate and Board Finance?

Many #traffic officers have approached #Railwhispers with suggestion that we should not be overly critical of current #CRB as it is after a lot of time that an #IRTS officer has become a CRB.

#Railwhispers believe that Madam CRB would not even be aware of these calls as it is common in #Railways that #cadre fraternity acts even without being told.

However, as a #CivilService officer has come at the helm, for the first time in this government’s tenure of nearly 10 years, we expect her to act differently.

Following are points which we have been raising with emissaries of honourable #Minister and with himself. Each of these are in her own powers and most can be disposed in just few hours.

Let madam CRB act on these and embolden honesty and transparency in #IndianRailways.

Clean up PUs of IR:

We have published extensively against various Production Units (#PUs) of #IndianRailways (#IR), namely #RCF, #MCF, #BLW, #CLW. The essence is:

Why should an officer be spending more than 10 to 25 years in one unit? We exposed the nexus of #RKRai when he was at #RailwayBoard #Vigilance and later at #BLW. Our inputs were applauded by the officers but no action was taken. We are particularly worried about #BLW. If #RailwayBoard can not handle the prime minister’s constituency, then nothing more can be said about #RailBhawan’s intentions and ability.

Rotation and IRSS

Recent case of: पीसीएमएम को ₹5 लाख की रिश्वत लेते सीबीआई ने रंगेहाथ पकड़ा, 15 करोड़ कैश सहित 50 करोड़ की संपत्तियाँ बरामद होने का कयास is not the first one of its kind.

Before that #PCMM/#CLW and #PCME/#CR also were trapped. Closeness of certain #GeneralManagers with long posted #Stores officers has been commented in this newspaper in past. #IRSS suffers from serious lack of #rotation and repeated posting of officers in PUs. They work with same set of #vendors no matter where they get posted.

Problem worsens when these officers take up #Vigilance posts. Either they are professional vigilance officers having nil executive experience or outright #extortionists. Case of current #PCMM/#CLW, ED/Vig/Stores/RlyBd and #DyCVO/#BLW is case in point. #CVO of #KRCL is another classic case.

There are serious issues with #IRSS today. After Mr #AKMital and #SudheerKumar changed model #SOP, #PCMMs got absolute powers and infact in PUs, they have more #financial powers than #PFAs. PUs spend over ₹40,000 crore every year, thanks to government’s thrust to bolster IR’s rolling stock fleet.

Vigilance:

The Indian Railway’s reputation and the trust of its employees and the public are at stake, Part-3 discussed case of #PCMM of #CLW who spent unusually long tenure in vigilance. When cases of #CVO of #BLW is taken or ED/Vigilance Stores is taken, they have hardly worked in executive roles and have spent major part of tenure in vigilance.

#RKRai spent whopping six years in #RailwayBoard #Vigilance which is mockery of government’s claims of #transparency. Was this because of closeness of Mr R. K. Rai with politicians of all parties, especially of eastern UP? His role along with #AshokKumar’s in haunting #VandeBharat team is classic case study.

#DharmendraKumar is again posted as #DyCVO in BLW and continuation of DyCVO in #NCR. This is the vigilance racket of #RKRai and #AshokKumar, EDV/S/RB. “Someone from #RailwayBoardVigilance told #GMBLW via #CVOBLW to post him as DyCVO”, this is what we learnt when we probed at BLW including speaking to the GM/BLW. He has several complaints which were brushed under the carpet at NCR and made afresh. And, even after that he is continue on the same post! People are aware now how the rail-system is running parallel system.

Stop Threat of 56J-ACT!

Threats of #56J are now laughable when #Board Vigilance, #SDGMs participate in protection rackets. Look at case of ex #DRM/Chennai and #CEDE/#ECR. Despite documentary #evidence of them directly doing business on #IREPS, nothing has happened, whereas honest #engineers of #VandeBharat were hounded. Was it because certain officers wanted to target #mechanical officers and clear their track for becoming #GMs and #Members?

We demanded that a #whitepaper be published on cases handled by #nexus of #AshokKumar, #RKRai and #RKJha. Why has this #corrupt nexus been rewarded while the officers wrongfully implicated saw their careers destroyed?

Madam #CRB you are #head of #Vigilance. You are not from #EngineeringServices, why don’t you act?

Getting Rid of #Sudheer_Sense

We published on the #nexus of #SudheerKumar. We exposed how he and his core team remained in Rail Bhawan for more than 50 years between them. Now Sudheer Kumar is calling shots from behind the screen even after being chucked out.

#NavinKumar has since been rewarded and has become #Director of UP’s Metro Corporation. This is when he has not worked for even one hour in #electric locos or in #TRD or in #EMUs.

Same is the case of #JitendraKumar, he has silently shifted as a #DRM claiming his love for country above everyone else.

Another #electrical officer who became the hitman of the Team-KMG was #VipinKumar, whose services were regularised by Sudheer Kumar’s Khan Market Gang (#KMG). He was posted as #CVO/#RDSO and had to shift when it was exposed by the #Railwhispers that during his unsanctioned leave, he was in #employment of companies against whom #Vigilance cases are pending at #RDSO. Now it is confirmed that Mr #VipinKumar has been given forced #VRS and news is that Mr Sudheer Kumar will get him settled in one of the major rolling stock tender winners.

It is good that unusually high dependence of few electrical officers is done away with.

Madam, CRB you have Mr #VKTripathi available as he heads a one man committee. Efforts to keep #SudheerKumar’s cases afloat are outrightly #unethical and later would seen #criminal.

Please Bring Back GS

Passenger segment of IR has gone for a toss. It is rumoured that #vendors forced through their #cartels that more AC coaches should be manufactured. Today, madam please see the condition of poor in the trains. In each train more AC coaches run empty and in few General Sleeper (#GS) coaches #poor travel like #animals. Poor are forced to #travel in #unsafe buses, #jeeps, #trucks as #trains are scheduled in a manner that they are utterly impractical. Look at Uttar Pradesh.
Why is Passenger Directorate of Traffic unaware of this basic fact? It is time for you madam to get rid of #Sudheer_Sense.

#Madam CRB your predecessors could not do anything on this, would you? It is appeal to the #IRTS officers who spoke to #Railwhispers to be less critical of madam, may like to take this to madam CRB and advise her to act on #rules and bring #transparency. This alone would make her tenure #memorable and earn wide applause.
