SCR official threatens contract cancellation, if contractor fails to pay the bribe

This case is similar to the case of Northern Railway, the contract was purposely terminated by the then DyCE/C/NR. The case was registered by the Railway Board Vigilance & CVC but nothing has been done. Written complaints were also sent to CBI along with an affidavit but no action was initiated

Hyderabad: Central Bureau of Investigation (CBI) probe into the Railway engineer case of South Central Railway (SCR) revealed that the engineer had threatened to cancel the works to the contractor if he failed to pay the bribe. CBI recently arrested the accused Chief Engineer P. R. Suresh of SCR.

T. Jagdish, Managing Partner of T. Jagdishwar Rao & Co., Civil Contractors, Habsiguda, filed the complaint based on which CBI registers a case under the Prevention of Corruption Act.

Jagdish in his complaint to CBI stated: “I am a Railway Contractor mainly doing civil works in construction division in South Central Railway, Secundrabad. Presently, doing a work of construction of ROB between Uppal-Jammikunta Railway Stations. The work entrusted by the Railway authorities has been completed in all respects at site as on June 18, 2022 from our side and further work allotment by the Railway Authorities is due pending for want of approved drawings for steel girders.”

He added, “We have made a request to P. R. Suresh for extension of currency as per the rules. P. R. Suresh has sent us letter (48 hours notice) wrongly blaming us for the delay in completion of balance work without considering our representations, asked us to commence the works to make good the progress of work and warned that they would terminate the contract and forfeit the security deposit and performance guarantee.”

“As the Railway are responsible for the delay in completion of the said work, I met P. R. Suresh in his office chamber and requested him to withdraw the given notice and extend the period. P. R. Suresh also took me to the chamber of CAO/C Amit Goyal explained the facts pertaining to the work awarded to me and they asked me to submit a request letter seeking extension of currency.”

“P. R. Suresh came back to his room and after calling me inside his chamber, demanded a bribe of 10 lakhs for accepting my request and extending the currency. When I explained difficulty in arranging the money, P. R. Suresh asked me to pay 5 lakhs as first instalment by today evening at his residence in Nacharam, Hyderabad and also asked me to submit the letter as advised in CAO/C chamber,” he alleged.

“As I did not want to pay the bribe as demanded by P. R. Suresh, I lodged a complaint with CBI,” the contractor said in his written complaint.

The above case is similar to the case of M/s. Marshall Infrastructure Pvt. Ltd., the contract was purposely terminated after failing to get the demanded percentage of commission by the then DyCE/C, Mona Shrivastav of Northern Railway Construction Organisation and the contractor had demanded the CBI inquiry for the same. The case was registered by the Railway Board Vigilance & CVC but nothing has been done till date. Written complaints were also sent to CBI along with an affidavit but no action was initiated, CBI must act in the said case also.
