भ्रष्टाचार की शिकायत पर ठेकेदार का हलफनामा: रेलवे में बड़े पैमाने पर जारी भ्रष्टाचार पर क्या अब भी बाकी है कोई गुंजाइश!
हलफनामा/शिकायत झूठी साबित होने पर ठेकेदार ने दी दस लाख हर्जाना भरने की गारंटी
उत्तर रेलवे निर्माण संगठन में व्याप्त भयानक भ्रष्टाचार के खिलाफ पूरी शिद्दत से लड़ रहा एक कर्मठ ठेकेदार
भारतीय रेल में बड़े पैमाने पर भ्रष्टाचार जारी है। यहां तक कि प्रधानमंत्री द्वारा बार-बार इस पर जीरो टॉलरेंस की नीति का उदबोधन किए जाने के बावजूद भ्रष्टाचार पर कोई अंकुश नहीं लग रहा है। नामजद लिखित शिकायतों पर भी किसी सरकारी जांच एजेंसी ने संबंधितों के विरुद्ध जब कोई उचित कार्रवाई नहीं की, तब परेशान ठेकेदारों ने अपनी शिकायत पर हलफनामा भी दिया है।
ऐसी ही एक शिकायत पर जब उचित कार्रवाई नहीं की गई तब रोहतक निवासी ठेकेदार विक्रम सिंह ने सीवीसी, पीईडी/विजिलेंस, रेलवे बोर्ड को अपनी शिकायत पर हलफनामा देकर कहा है कि यदि प्रत्यक्ष जांच में उनकी शिकायत झूठी साबित होती है, तो वह इसके लिए दस हजार रुपये का हर्जाना भी भरने को तैयार हैं।
प्रस्तुत है हलफनामे में दी गई विक्रम सिंह की शिकायत उनके ही शब्दों में-
Affidavit : I, Vikram Singh S/o Raghvinder Singh R/o House No.17, Sector-14 HUDA Rohtak-124001 do hereby affirm and declare as under:
That my company was allotted work of “Earth work in filling, Blanketting, construction of station building, Passenger platform, Minor bridges, Foot over bridge, Limited height subways, Circulating area and other allied works for new crossing station at Dobh station area in connection with Rohtak-Meham-Hansi New line” vide LOA Dated 27.05.2019 issued by Mona Srivatava, Dy Chief Engineer/ Construction, Tilak Bridge, Northern Railway, Delhi and Initial Intended Completion Date was 26.11.19.
The project was terminated on 13.08.19 proposal by DyCE/C Mona Shirvatava and CE/C/NCs Ajit Singh for INITIAL BRIBE of 25 Lakh followed by Rs 1.00 crore during execution refused by me.
The reason for termination and relevant details were described in details in my online complaints filed on portal.cvc.gov.in for the above matter, details are as under :-

सीवीसी सहित अन्य सभी सरकारी अथॉरिटीज से उपरोक्त शिकायतों पर मेरा निवेदन है कि डोभ रेलवे स्टेशन प्रोजेक्ट टर्मिनेशन की गहराई से किसी गैर रेलवे अधिकारी अथवा कमेटी से निष्पक्ष जांच करवाई जाए और दोषियों के लिए सख्त से सख्त सजा का प्रावधान किया जाए, ताकि भविष्य में कोई भी अधिकारी अपनी भ्रष्ट इच्छाओं की पूर्ति के लिए किसी सरकारी कानून का उपयोग करने से पहले सौ बार विचार करे।
उपरोक्त शिकायतों में दिए गए तथ्यों के आधार पर डिप्टी चीफ इंजीनियर मोना श्रीवास्तव और चीफ इंजीनियर अजीत सिंह की जांच करवाई जाए और उनके द्वारा ऐसे भ्रष्टाचार के जरिए जो करोड़ों की संपत्ति अर्जित की गई है, उसकी जांच की जाए तथा उसे जप्त किया जाए।
इन दोनों भ्रष्ट अधिकारियों की सालाना आय और खर्च का रिकॉन्सिलिएशन बनाया जाए। इनके द्वारा खरीदी गई संपत्तियों की मार्केट वैल्यू और रजिस्ट्रेशन वैल्यू का फर्क पता किया जाए, जो भ्रष्टाचार से अर्जित किया गया धन इन संपत्तियों में लगा है, उसका पता लगाया जाए।
उपरोक्त दोनों महत्वपूर्ण शिकायतों पर सीवीसी से मेरी गुजारिश है कि मेरी शिकायत से संबंधित जो भी जांच की जाए, उनमें मेरा विटनेस अवश्य करवाया जाए और साइट जांच की वीडियो रिकॉर्डिंग भी मेरी उपस्थिति में करवाई जाए।
I requested various govt authorities in my above complaints that the issues mentioned in Complaints are not only confined to instant TERMINATION CASE OF DOBH RAILWAY STATION PROJECT but also reflecting routine working style and methodology of Mona Shrivastava and Ajit Singh.
The issues if denied by these, then for reality check, these needs to be cross checked with other contemporary projects under these officers and the overall effect on government exchequer amounts to many CRORES of rupees with degraded quality of work.
The quality compromise is to be declared as CRIMINAL OFFENCE with full recovery from concerned officers only as they were kept custodian to public fund. However, other small theft can happen against their corrupt wishes.
The tender was invited for above terminated work vide Tender Ref. No. 450-Acs-C-DOBH-TKJ Dated 11.09.2019. I filed another complained vide Ref. No. COMPLAINT/2019/16 Dated 02.11.2019 with subject as EARLY INTIMATION OF PRE-PLANNED CORRUPTION IN TILAK BRIDE, NORTHERN RAILWAY, DELHI.
विभिन्न सरकारी प्राधिकारों से मेरा अनुरोध है कि मुख्यत: इस उपरोक्त शिकायत पर अग्रिम तौर पर मेरा कहना यह है कि इस सुनियोजित भ्रष्टाचार को हर हालत में रोका जाए और रोकने के लिए एक जांच कमेटी बनाई जाए, जो बिल की पेमेंट से पहले सारे कार्य की मात्रा और गुणवत्ता की जांच करे तथा पूरी जांच की वीडियोग्राफी करवाई जाए।
वीडियोग्राफी का जो भी खर्च आएगा, उसे मैं खुद वहन करूंगा। मैं फ्री ऑफ कॉस्ट इस जांच कमेटी का सदस्य बनना चाहूंगा, ताकि जांच कमेटी और रेलवे अधिकारियों एवं ठेकेदारों के बीच होने वाली मिलीभगत को रोका जा सके।
I am hereby submitting Advance COMPLAINT against Officers & Employee under Northern Railway, Tilak Bridge DyCE/C Office and take full responsibility to prove my stand if opportunity provided to me else CORRUPTION money will be distributed between Railway Officers and Employees concerned.
I undertake that I will not rely on any 3rd Party Test Reports and will rely on Test Checks witnessed by me and under Video Surveillance.
I sincerely request the CVC, and other government authorities that testing and verification to my complaints is to be get done in following two way :-
a. Testing from National Test House (NR), Ghaziabad under strict monitoring when testing is not possible at site.
b. Testing at Site under Video Surveillance in my (Vikram Singh) presence when testing possible at site. (like gradation, density, Aggregate Impact Value, compressive strength of cores and many more)
The above request arises as I have no faith on investigation done by any authority under Railway itself and without the complainant’s participation and results of testing done in doubtful manner.
I also request CVC to have direct supervision in investigation and also include CBI being premier investigating agency of India as under there is around 100s of crores amount work was done for projects under execution under Dy. Chief Engineer/Construction, Tilak Bridge, Northern Railway, Delhi and controlled by Mona Shrivastava and Ajit Singh.
Above request is that because normally investigation to above said THEFT is may going to be done by officers colleague or subordinate to Mona Srivastava and Ajit Singh and there is extreme possibility that the clean chit will be given to Mona Shrivastava and Ajit Singh.
I sincerely request the CVC and all other government authorities that the quality & quantity compromise is to be declared as CRIMINAL OFFENCE with full recovery from concerned officers only as they were kept custodian to public fund. No however small theft can happen against their corrupt wishes.
डिप्टी सीई/सी मोना श्रीवास्तव एवं सीई/सी/एनसी अजीत सिंह की वर्किंग स्टाइल की जांच के वह कुछ तरीके जिनमें सच्चाई को छुपाना लगभग संभावित है :-
- जांच को रेलवे द्वारा नियंत्रित जांच एजेंसी से करवाया जा सकता है।

किसी भी अन्य सरकारी/अति प्रतिष्ठित गैर सरकारी प्रयोगशाला से सैंपल की गुणवत्ता जांच कराई जा सकती है।
डिप्टी सीई/सी मोना श्रीवास्तव एवं सीई/सी/एनसी’ज अजीत सिंह की वर्किंग स्टाइल की जांच के वह तरीके जिनमें सच्चाई को छुपाना असंभव है :-
- जांच को रेलवे द्वारा नियंत्रित या किसी भी अन्य जांच एजेंसी से करवाया जा सकता है।

जो भी गुणवत्ता जांच वर्किंग साइट पर हो सकती है, उसे कैमरे की निगरानी और शिकायतकर्ता की उपस्थिति में ही करवाया जाए।

और जो भी गुणवत्ता जांच वर्किंग साइट पर नहीं हो सकती, उसे नेशनल टेस्ट हाउस की गाजियाबाद स्थित प्रयोगशाला से कड़ी निगरानी में करवाया जाए
UNDERTAKING : I hereby undertake to pay Rs 10,00,000/- (Indian Rupees Ten Lakh only) as penalty if result of all testing done in above said manner found confirming to specification.
मेरी गुजारिश यह है कि रेलवे द्वारा कराए जा रहे निर्माण कार्यों में गुणवत्ता और मात्रा में चोरी को एक अपराध घोषित किया जाए, और इस चोरी की पूरी रिकवरी संबंधित अधिकारियों से की जाए, क्योंकि जनता द्वारा चुनी गई सरकार ने जनता के पैसों को खर्च करने के लिए इन अधिकारियों को रख रखा है।
और सरकारी विभाग इस चोरी की रिकवरी संबंधित ठेकेदार से करता है, और यदि चोरी की रिकवरी ठेकेदार से ही करनी है, तो अफसरों की जिम्मेदारी तो कुछ भी नहीं है।
यदि देखा जाए तो निर्माण कार्यों के दौरान मात्रा और गुणवत्ता की जांच की जिम्मेदारी जब अधिकारियों को सौंप रखी है, और यदि इसमें कोई गोलमाल मिलता है, तो उसके लिए अधिकारी और सिर्फ अधिकारी ही जिम्मेदार है।
निर्माण कार्यों में छोटी से छोटी चोरी भी अधिकारियों की इच्छा के विरुद्ध नहीं हो सकती।
मेरी/शिकायतकर्ता की विनम्र गुजारिश यह भी है कि जो चोरी और भ्रष्टाचार के आरोप मैंने मोना श्रीवास्तव और अजीत सिंह पर लगाए हैं, उनकी वर्किंग स्टाइल से उनके ऊपर मेरे द्वारा लगाए गए आरोपों के अनुसार उन्हें सिद्ध करने का मुझे उपरोक्त तरीके से पूरा मौका दिया जाए।
