An eye wash for the IR record and manipulation just to pass on a SLT to foreign company!

A company who failed to supply the material as per specification and rejected many times, has managed the Indian Railways (IR) for Single Limited Tender (SLT), and that too on their rates, terms & conditions. To understand in short, Read the pointwise following details –

1. RCF Tender No. 3117160209, Opened on 15.11.2016

Material Supplied but rejected due to non-compliance the specification.

2. RCF Tender No. 3112170189, Opened on 24.08.2017

Material Supplied but rejected due to non-compliance the specification.

3. COFMOW Tender No. G707070, Opened on 27.07.2018

After getting the order still not submitted the Prototype Sample, as not able to supply the material as per RDSO Specification.

4. ICF Single party tenders 07186398, Opened 18.01.2019

He managed and got orders from ICF along with Modular Toilet for 1st 2 Nos. of rakes of Train-18 & 2nd, 2 nos. of  rake of Train-18.

Also ICF alter the RDSO Specification for him (something before tender and something after placing the order) i.e. warranty clause, type of valve, bypass systems, IP protections etc.

As the product was not as per RDSO specification, Evac still managed to get order, even as per RDSO specification his product was not qualified.

5. ICF Open Tender No. 07210134, Opened on 17.01.2022

In the open Tender 3 parties (OASIS, AMIT & KNORR BREMSE with OEM EVAC) technically approved for bulk order, difference in the basic price per rake is as under-

OASIS – 8490000.00
AMIT – 8715000.00
KNORR – 11580000.00

ICF not placed order against this tender due high price.

6. ICF Open Tender No. 07221395, Opened on 17.06.2022

Under Evaluation as on 04.07.2022.

7. ICF Single party Tender No. 07221696, Opened 28.06.2022

For this tender he manages to railways and makes ground against Indian supplier. Up to January 2022 performance was very good for Indian supplies (certified by CRSE/NR). What happed in the 5 months? 

Railway comparing the LHB systems with Train-18, this comparison is 100% wrong, reason as under-

a) Train Travel Time
b) Type of Passenger
c) Dedicated Railway staff for maintenance of Train-18
d) Non-Dedicated Railway staff for maintenance for Indian supplier product i.e. LHB coaches.
e) Type of Coach etc.

This is an eye wash for the Indian Railways record and manipulation just to pass on the Single Limited Tender (SLT) to a foreign company!

Is that just because to earn the commission in Dollars or otherwise?

Is that because of above purpose, the additional charge of Board Members given to the AMs to get the job done as per their whims?

Where is and what is doing the CBI, CVC & Railway Board Vigilance?

The Minister for Railways and the Chairman/CEO/Railway Board too take the cognisance of above matter and answer the questions of the stakeholders, and clear their stand and position as early as possible.
