The so called reforms in the Railways remains half baked as everything else in the Ministry
As ordered by the Cabinet all posts of Members of Railway Board are now ex-cadre and should be filled out of seniormost suitable officers on the basis of inter-se seniority and residual service.
Yet, the so called reforms in the Railways remains half baked as everything else in the Ministry.
1. The post of DGHR was filled with an IRPS officer, even though far senior officers of other cadres are eligible and available.
2. The post of MTRS has been filled with an IRSEE officer which is the most favoured cadre of present CRB/CEO of Railway Board.
3. The post of Member/Finance has been filled with an IRAS Officer, at least as looking after.
The only cadres that seem to have lost out in this game of “half-baked reforms” are IRSE and IRSME, who have lost out on apex grade posts.
The Railway Ministry has not even drafted the Recruitment Rules for the restructured new ex-cadre posts of Members of Railway Board and ad hocism continues as a result.
Is the delay intentional?
With the Railway Ministry with very little work at its hands in view of non-running of passenger services, there is certainly no shortage of time to write the Recruitment Rules for a much touted reforms.
Officers are despondent and are asking whether the Railway Ministry is serious at all on its declarations as claims of reforms and whether the much touted IRMS will ever be created!
