Back to Basics | Part 2: The Safety Inquiry and the Birthday Party

Editorial Note: This part restates two articles this site printed in April 2026 and sets them beside the fortnight of seven events. No officer and no household is identified. Any clarification or counter will be printed in full.

Part 1 counted seven safety events in seventeen days. Four of them never reached a place where a reader could see them. This part asks what the officers were looking at instead. In April this site printed the answer, sent in by serving officers from several zones. It was a social calendar. Read it again with a derailment in the same week.

What the railway has done right

Begin with the concession, because it was printed in April and it still stands.

Several new General Managers have quietly made the yearly GM inspection what it was meant to be. A working visit, not a parade in which the wives of the top officers expected the wives of junior officers to receive them as guests of state. In more than one zone this has been wound back, and the relief, though nobody says it in a meeting, is real.

That is one person’s resolve, not a system, and a system is what the fortnight of seven events needs.

What was printed in April

On 29 April 2026 a recently retired senior officer wrote on this site that the Indian Railways runs on tracks and its officer corps runs on something else. #TheWivesWing. Every Division has a wives’ body, the Women’s Welfare Organisation. So does every Workshop, every Zonal Headquarters, and the Railway Board itself. At the lower levels it still does what it was meant to do, which is to soften the strain of a family moved every few years, but at the top it does something else.

The spouse of a General Manager, a Member of the Board or a Divisional Railway Manager takes the chair of that body. The chair has no official power and a great deal of unofficial weight. The wife of a junior officer is then expected to attend, to take part, and to carry a gift of the right value, and none of that appears in any service record. Its absence is noticed. What is noticed travels.

The next day this site printed the photographs. A floor to ceiling acrylic frame built to look like the cover of a fashion magazine, a birthday edition, a woman in a purple saree at its centre, balloons across the floor, a neon backdrop. The spouses who sent the pictures said the woman at the centre was the wife of a serving General Manager, and this site did not name her then and does not now.

The one sentence that matters

The April article on the birthday carried one line from a serving officer, and it is the reason this part exists. The officer who runs a safety inquiry and also runs the social calendar of his senior’s household has learnt, over time, that only one of the two has any sure effect on his career. The inquiry he does because it is his job, and the calendar he does because it is how he survives.

Now put that sentence beside the fortnight. A point machine at Bondamunda was wired wrong for three years and three checks found nothing, a mail train at Ara passed a red signal and the control learnt of it forty eight minutes later, and two SPADs in two divisions, a whistleblower says, were never entered on the portal at all.

The rule, and the gap in it

The Railway Services (Conduct) Rules, 1966 set a ceiling on the gift a serving officer may accept from anyone with whom he has official dealings. The rule is written for the officer and says nothing about his household. In a service that moves its officers every few years, the officer and the household cannot be pulled apart. A gift carried by a junior officer’s wife to a senior officer’s wife’s birthday is a deal between two families, one above the other, and the senior writes the junior’s yearly report. The rule was not written for that deal, and the culture found the gap.

The appetite the gap feeds is large. The April article said Teej in several railway colonies had become a contest, with gifts of rising value and demands that no government salary can honestly meet. Between 23 July and 16 August 2026 the CBI recorded ten cases against railway officers in 25 days, and this site tabled every one of them in Part 10 of The Cockroaches of Railways, where the pattern was a stalled bill and a demand. Hunger of that kind does not stop at the office gate, because it is fed at the gate and collected inside.

Who was in a position to prevent this

Not the Branch Officer’s wife who carried the gift. She read the system correctly.

The officer whose household became the centre of gravity. Officer Like Qualities, the army’s name for the standard and the civil services’ unspoken one, asks him to take down the conditions that make the taking possible, not merely to refrain from taking. The standard has to be kept up by hand. Doing nothing wrong is not enough.

And the General Managers, all of them together, because they are the only office that can turn one zone’s resolve into a rule for every zone.

The ask

One standing order per zone, signed by the General Manager, in three lines.

No officer’s household hosts an occasion that officers under his authority are expected to attend. Every gift above the Conduct Rules limit, received by an officer or by anyone in his house, goes into a register. That register is open to the vigilance branch without notice. A railway that can write a thirty photograph a day order on rats, as Part 11 of The Cockroaches of Railways found, can write three lines on gifts.
