Sir, the level of corruption that has seeped into the S&T department of Alipurduar Division of NF Railway is unimaginable. No contractor can get their bill passed without paying bribes from JE/SSE to Bill Clerks to DSTE and SrDSTE. They are harassed at every level. I am writing a few points here-

Present SrDSTE and DSTE are running all the corruption, dadagiri together, like it’s their parental property. Present SrDSTE was ASTE and DSTE at Alipurduar Division itself and again promoted and posted as SrDSTE at Alipurduar Division 4 years back.

Due to his long tenure, he has along with his DSTE has been running his dadagiri uninterruptedly. Any SSE who does not comply, is threatened with SF-5. They harass small contractors like beggars even for Rs. 5000/-. No bill is passed without paying bribes to them.

Only contractors of his choice and those who can satisfy him with showering money and all illicit facilities are allowed to work in the Division freely.

Even if these contractors lay cable at 6 inch depth, if they do substandard work or get the work done by Railway staff, bill is never stopped, no question is asked. No one dares to stop them. All other contractors are harassed in the name of so-called poor quality of work.

SrDSTE and DSTE both of Alipurduar Division have been selling S&T scrap materials to private scrap dealers through one SSE. One contractor AR of agency RC is SrDSTE’s favorite since his ASTE days. All the quotation works, and even contractual works are awarded to this agency bypassing other eligible contractors. It may be checked by the Board Vigilance.

Local Stores purchase orders (POs), also are awarded to this particular agency through Limited Tenders showing so-called extreme urgency every time. No local Stores purchase is done as an open tender. All are limited tender, to facilitate this agency and some other SrDSTE’s favorite contractors.

No quality check is done on their work or supplied materials. Even after all poor substandard quality of work or supply materials, work being done via Railway staffs, he is a favorite of SrDSTE and DSTE. The agency even helps both of them launder their ill gotten money. This has been going on for years now.

Earlier SrDSTE tried to stop the dadagiri of present SrDSTE, but he failed. Now after becoming SrDSTE, no one is able to stop him. Together SrDSTE and DSTE have caused crores of loss to the Railways for their personal gain, earning in crores each. It may be checked by the CBI/Vigilance with his disproportionate assets and income.
