National convention on ‘Scrap NPS and restore the defined OPS’

New Delhi: National Convention on “SCRAP NPS & RESTORE THE DEFINED OLD PENSION SCHEME” held at New Delhi on Saturday, 21.01.2023 unanimously resolved to fight relentlessly till the No Guarantee NPS is scraped and Old pension Scheme is restored to the employees of Central Government, Paramilitary Forces, State Government, teachers and Autonomous Bodies.

The National Pension System (NPS) implemented for the Central Government Employees recruited on or after 01.01.2004 and also implemented by various State Governments for their employees from different dates and year is now proved to be disastrous to the employees after their retirement from service, since it is no way matching near the defined guaranteed old pension scheme.

This is despite the fact that the employees are contributing 10% of their wages every month for the pension fund constituted by the PFRDA.

Moreover the Government of India while implementing the NPS assured in writing in the meeting of the National Council (JCM) for Central Government Employees in the meeting held on 14.12.2007 that the pension under the NPS will not being less than / worse of, the Old Pension System.

However, this assurance is violated since the employees who are now retiring from service under the NPS is getting a very meager pension of RS. 2000 to Rs.4000, whereas the same employees if they are under old Pension Scheme they must have got Rs.15000 to Rs. 25000 as monthly pension.

Therefore against this no guaranteed NPS the Federations / Trade Unions and Associations of Central Government Employees and State Government Employees were observing various protest / agitation programmes independently and jointly throughout the country.

The Joint forum for Restoration of Old Pension Scheme under the banner of NJCA Organized a National Convention on “SCRAP NPS” and “RESTORE THE DEFINED OLD PENSION SCHEME” at New Delhi in which more than 700 delegates representing Railways, Defence, Postal, Central Secretariat, Para Military Forces Autonomous Bodies, State Government and Teachers Participated.

The convention unanimously adopted a declaration to relentlessly fight to achieve the following genuine demands of the employees-

1. To withdraw the National Pension System implemented to the employees who are recruited on or after 01.01.2004 and to bring them all under the coverage of old pension scheme under CCS (Pension) Rules 1972.

2. To implement the GPF scheme to the employees who are recruited on or after 01.01.2004 by depositing the accumulated employee’s contribution along with the returns to the GPF Account of the employees.

The convention also decided the following action programme to be adopted throughout the country in the coming days-
