अश्विनी वैष्णव जी आप पहले रेलमंत्री नहीं हैं, जो ‘खान मार्केट गैंग’ से घिरे हैं!

Decoded: Why Only Railway Ministers will pay the price!

कई पाठकों ने हमें “खान मार्केट गैंग” (KMG) सीरीज के बाद जो बहुत सारी सूचनाएं और जानकारियां दीं, उससे बहुत सारे तार जुड़ने लगे। हमने पूरी जानकारी को सीमित किया खान मार्केट गैंग द्वारा किए गए पिछले सालों के कार्यकलापों पर, क्योंकि ये जानकारी बहुत क्लिष्ट हो गई थी। अतः इस जानकारी को एक ‘ग्राफ’ पर उतारा गया और पूरा तंत्र स्पष्ट हो गया।

यह जानकारी हमने रेलवे बोर्ड की गतिविधियों से अवगत रहने वाले सेवानिवृत्त एवं सेवारत अधिकारियों से मिली। इन जानकारियों का हमने कड़ा परीक्षण किया, इससे रेलवे बोर्ड द्वारा हड़बड़ी में लिए गए निर्णयों से पुष्टि भी हो गई। इसे स्थानीय कंप्यूटर जानकार की सहायता से डायग्राम के तौर पर बनाया गया। मंत्री जी इसे आपकी जानकारी के लिए विशेष रूप से प्रस्तुत किया जा रहा है।

आदरणीय मंत्री जी के दफ्तर को हमने कई बार अलर्ट भी किया, लेकिन जब ये प्रतीत हुआ कि मंत्री जी आपके पास जानकारी ही नहीं पहुंच रही है, या उसे तोड़-मोड़कर आपको दिखाया/बताया गया है, क्योंकि कई निर्णय आपकी अनुमति के बिना नहीं हो सकते!

After the NDA government was formed, there have been four railway ministers and the current CRB is fifth since 2014.

As can be seen in the chart, just two HAG level officers lasted across 4 Railway Ministers and 5 Chairman/ CEO/ Railway Board (CRBs) who ran the railways. These between themselves influenced important policy initiatives of the railways.

Mr S. K. Mishra who remained Secretary/ Railway Board while holding additional charge of AM/Traffic has retired and is serving a private sector company.

Mr Sudhir Kumar had remained in Railway Board for 18 long years before reappointment to advise Minister for Railways (MR) for the so-called net zero project. It defeats the purpose of rotation of officers as he has been able to man all critical positions with his loyalists using his entrenchment.

It can be seen in the chart that while makers of Train-18 fought vigilance cases, those who opposed it and manipulated many things were promoted in the Railway Board and allowed central deputation.

Mr Sudhir Kumar with his core team of two electrical officers was able to manipulate postings at RDSO across two MRs! Notably he got the Trainset directorate abolished and got his persons posted in the PS&EMU directorate to handle the load of the Trainset Directorate.

Diagram shows that how his core team has control over all transfers, postings and empanelments (through #Navin_Kumar), CRB’s office (though #Umesh_Balonda), MR Cell (through #Jitendra_Singh).

He got his person appointed in sensitive positions at RDSO – each posting has a certain bias attached to it – from outright illegal (CVO/RDSO) to outright favouritism (ED/PS&EMU).

It is rumoured that they are encouraged by the trend to reward officials by making them ministers (Mr R. K. Singh, Mr Jai Shankar, Mr Hardeep Singh Puri, Mr Ashwini Vaishnaw), Mr Sudhir Kumar has been dreaming about his Ministership!

Mr Ashwini Vaishnaw and Mr V. K. Tripathi, are considered ‘tough task masters’, however they are surrounded by a coterie which is able to control access to them.

अतः मंत्री जी, उपरोक्त तथ्यों पर विचार करें, दिए गए डायग्राम का सूक्ष्म अवलोकन करें, और पिछले एक साल के दौरान अपने द्वारा लिए गए, अथवा आपके द्वारा कराए गए निर्णयों का पुनरीक्षण करें, और देखें कि सरकार का, व्यवस्था का और स्वयं आपका, आपकी छवि का, कितना नुकसान हुआ है! क्या वास्तव में आप स्वयं ऐसा चाहते थे!

मंत्री जी, और यह भी विचार करें एक साल से अधिक समय तक पूरी भारतीय रेल व्यवस्था को, पूरे रेलवे बोर्ड को, एडहॉक पर क्यों रखा गया! क्या आप स्वयं ऐसा चाहते थे! अगर नहीं, तो आपकी मर्जी के विरुद्ध, आपके ऐसा न चाहते हुए भी, आपसे यह सब कैसे कराया गया और किसने, किन लोगों ने कराया, क्यों कराया, उसका वर्तमान परिणाम क्या है! कृपया विचार करें!

सीनियर अफसरों के सीबीआई ट्रैप में आने पर अथवा ऐसी किसी बड़ी गड़बड़ी के सतह पर आने पर बड़ी मासूमियत से यह जो कहा जाता है कि, “देखिए, हम तो बड़ी कड़ाई से डिसीजन लेते हैं, फिर भी मीडिया के माध्यम से यह अनर्गल बातें प्रचारित करवाई जाती हैं!” तो मंत्री जी, इस खान मार्केट गैंग (#केएमजी) से संबंधित जो कुछ भी अब तक मीडिया में अर्थात #Railwhispers और #RailSamachar में प्रकाशित हुआ है, कृपया उसका भी गहराई से निष्पक्ष स्वतंत्र जांच/परीक्षण किसी अपने विश्वसनीय द्वारा करा लिया जाए! तब देखा जाए कि क्यों स्वयं को अपने चेंबर तक सीमित करके किसी से मिलना और बात करना तक बंद कर दिया गया है!
