Trackless and corrupt system, and influence of contractors over the Stores department

The Hon’ble Prime Minister Narendra Modi declared the “Panch Pran” – the ‘five promises’ for development of India. “1st Pran – goal of developed India. 2nd pran – remove any trace of colonial mindset. 3rd pran – take pride in our roots. 4th pran – unity & the 5th pran – sense of duty among the citizens”.

But the Indian Railway Signalling department including Railway Board doesn’t even acknowledge anyone Pran too. Corruption has gone in the deep roots. So the Hon’ble Prime Minister, I beseech you to cut off these roots of corruption.

While I highlighted the corruption involved at NF Railway to delay finalization of Stores tender for 1226 DP (Detection Points) vide tender no. 04225085 closing date 04-08-2022 that why now after awarding MSDAC through EPC, NF Railway signalling department is again discharging Stores tender for 1226 DP (Detection Points) so that it is not exposed and EPC rates are not challenged.

Why was NF Railway EPC tender of MSDAC finalised at such hurry and at such high price causing such exorbitant losses in multi crores before obtaining the rates derived from Stores tenders to correct the estimates based on real Stores price?

Why was the price received of Rs. 3,15,000/- not considered while making estimation to EPC purchase of MSDAC?

All across the country Stores tenders after Financial bid and RA showed price of Rs. 3,10,000/-

Now this, Railway Board’s new policy vide letter no. 2020/SIG/17/procurement dt. 27/07/22 for procuring S&T material including multi section Digital Axle Counter (Axle Counter) through Works contract also EPC is for fast track of projects execution.

1. Stores tenders are not finalised. Data reflects that stores tenders of 9945 digital axle counters were floated however Railways have awarded only 331 numbers in span of two years due to signalling officers and influence of some senior Railway Board officials. How does the Railway Board justify loss of about 1500 crores in the name of ‘fast track’ when Stores tenders not finalised and EPC/Works tenders finalised in a jiffy in exchange of huge illegal gratification?

2. Variation after variation are being done even today at the double prices justifying collusion between signalling contractors and PCSTEs.

3. The variation quantities are never used at the site and just purchased to help create more profits and illegal gratifications for the signalling officers.

4. MSDAC EPC tenders are being finalised in name of ‘FAST TRACK’ with war footing speed at Rs. 8 lakhs compared to Stores price of just Rs. 3 lakhs.

In fact, it has just come to notice that the South Eastern Railway, Chief Materials Manager in collusion with some signalling contractor who does not want the following Stores tender to be finalised and continue to obtain EPC/Works contract at double rates has paid huge illegal gratification to get the tender cancelled and get it retendered through EPC/Works contract.

Sources confirm that there is a great urgency of supply, CMM of South Eastern Railway has ensured this 52 days delay so that tender is discharged and they, the PCSTE purchase MSDAC through Works at double the price.

This clearly proves the cartelization and connivance between signalling contractors, stores CMM and Signalling officers.

The Prime Minister’s Office, Minister for Railways and the PCMM of SER whom is the accepting authority should get this matter investigated as early as possible.

Railways have floated further tenders of MSDAC only through Works EPC mode not composite signalling but MSDAC so that contractors can charge three-four times the price and bribe Indian Railway officials and loot the country.

All the above tenders have MSDAC estimated Rs. 7 lakhs compared to Stores price of Rs. 3 lakhs, Railway Board vigilance, CVC, CBI and ED should investigate and stop such corruption.

This is a very serious scam of thousands of crores. The Minister for Railways is requested to intervene and punish all signalling officials who are purchasing/have purchased a product of 3 lakhs at 8 lakhs causing above Rs. 1500 crores loss per annum.
