Prolonged Overstay and Backdoor Selection of Key Secretariat Official

Serious allegations of deep-rooted corruption, financial irregularities, extortion, and systemic violations of transfer policies have surfaced within the General Manager’s (GM) Secretariat cell of the Northeast Frontier Railway (#NFR) in Guwahati. This includes serving as a Technical Assistant (#TA) to the Principal Chief Mechanical Engineer (#PCME) from 2002 to 2009, and as a Protocol Officer/Assistant Secretary within the GM Secretariat for the last 17 years.

This extreme tenure directly violates standard railway safety and transparency guidelines, which mandate the transfer of such staff after 4 years of completed service in one location.

Furthermore, in 2023, the official was selected for the Assistant Divisional Mechanical Engineer (#ADME) cadre through alleged backdoor channels involving a transaction of ₹10 Lakhs. Instead of being deployed to a workshop or field division to gather practical field experience as strictly required for the cadre, the official was immediately redeployed to sit in the GM Secretariat.

Massive Bribery & Extortion Racket Operating in the Name of Leadership

The Assistant Secretary is accused of acting as a principal intermediary and collection agent, systematically amassing massive financial payoffs from contractors, field officers, and divisional staff under the alleged protection of top zonal leadership. According to the formal complaints, an estimated accumulation of approximately ₹35 Crores has been collected from various sources for managing transfers, postings, and influencing institutional outcomes.

Specific extortion rates have allegedly been established within the zone: ₹1 Lakh for Group-D staff transfer postings, ₹2 Lakhs for Group-C staff transfer postings, and ₹5 Lakhs for the transfer postings of promoted officers. Additionally, the official allegedly extracts over ₹27 Lakhs monthly from divisional officers, contractors, and various Inspectors of Works (IOWs) under the guise of funding official bungalow gatherings for the top zonal head.

Abuse of Office, Favoritism, and Exploitation of Ground Staff

Rather than executing designated administrative work, the Assistant Secretary allegedly spends official hours managing illicit networks. The official has also used institutional influence to clear family postings, successfully securing a placement for one elder brother as Senior Divisional Mechanical Engineer (SrDME/Diesel) at New Guwahati, while maintaining another elder brother at the Maligaon Headquarters for the past 25 years.

Furthermore, the official has completely bypassed institutional protocols by deploying five regular #Trackmen to serve as personal assistants and protocol staff at his residence, collecting an illegal commission of ₹1.5 Lakhs from them, which constitutes a severe violation of the selection and deployment process.

Deliberate Suppression of Inquiries and Collusion by the Vigilance Department

Despite multiple extensive, detailed complaints being sent directly to the #RailwayBoard, the Prime Minister’s Office (#PMO), and the Zonal Vigilance Department, no formal investigations have been initiated. The Senior Deputy General Manager (#SDGM) & Chief Vigilance Officer (#CVO) of NFR has allegedly instructed all investigative officers and inspectors not to register any formal cases against the Assistant Secretary.

The top zonal head has reportedly assured the official of absolute administrative immunity, claiming that any intervening actions from the Railway Board will be blocked or managed directly at the apex level. Complainants state that the SDGM & CVO has actively covered up and managed severe corruption cases across the zone, including the high-profile wealth inquiry of the retired Principal Chief Engineer (#PCE), Sandeep Sharma, along with two other senior officials.

Violation of CVC Extension Norms

The institutional subversion within the NFR Vigilance Department is further underscored by documentation showing a systematic disregard for regulatory tenures. In an official communication dated September 10, 2025, signed by the SDGM & CVO, a formal request was advanced to the Principal Executive Director (PED)/Vigilance at the Railway Board to grant a substantial two-year tenure extension for a Chief Vigilance Inspector (CVI/Traffic) whose three-year tenure was ending on November 9, 2025.

This push for extended stays for internal vigilance inspectors directly mirrors the administrative pattern of keeping chosen personnel entrenched in core oversight positions, violating standard guidelines that restrict extended placement beyond one year.

Due to complete local institutional paralysis and systemic collusion between the GM’s cell and the Zonal Vigilance wing, immediate intervention by external premier central agencies—specifically a full-scale Central Bureau of Investigation (#CBI) and Enforcement Directorate (#ED) asset scrutiny—is urgently required.
