Raining Scams-Chicken Coming to Roost or Connivance Continues
Action Initiated on Our Expose on #IR’s_Own_Vyapam
We broke a story of how there is an attempt to cover up major act of brazen corruption:
And, published a detailed analysis: 15 Dec: “Issue of RRB/GKP – IR’s Own #Vyapam Scam”.
In this we called on #CRB as head of Human Resources (#HR) and #Vigilance to act urgently, and stop the cover up. We were particularly disturbed because the way Railway Recruitment Board (#RRB) Gorakhpur was trying to cover up, it was reminiscent of brazen trimurti of vigilance which led to embarrassment of the glorious organisation of Indian Railways when sitting #PHODs and #DRMs were arrested by CBI. Had #CRB not intervened, it would have been yet another case of #CBI involvement.
In any case, the credibility of HR department which is busy in pushing extremely junior officers as PHODs, is at an all time low amongst all cadres.
So, thanks #CRB sahab for acting after we exposed “#IR’s Own #Vyapam”. Our expose disrupted the containment strategy of RRB/Gorakhpur which involved action only against the two boys who were illegally recruited – by discharging them while clearly leaving out the Chairman, Narayan Halder – his OS and two fathers who worked under him directly.
As broken by us, Chairman/RRB/GKP has been suspended-
Board Vigilance team headed by an #IPS officer on deputation in #RailwayBoard has reached Gorakhpur. Unconfirmed reports talk of #FIR being registered against Chandrashekhar Arya and Ramsajiwan. It is also learnt that Ramsajiwan who was attached to Signal department has been sent back to Personnel Department and he is likely to be discharged under rule 14/2.
Government must understand that under Khan Market Gang (#KMG), its keenness to reform, transform and zero tolerance against corruption has been successfully gamed by the #KMG after 2014. The vigilance trimurti is still on right side of the government as it successfully created a nexus and network of extortion and exploitation by infecting CVC, Railway Board Vigilance and Zonal Railways.
Why this trimurti is still favoured is mystery to many. Why serving member of trimurti not being discharged under 56J? We had demanded that in interest of fairness and transparency, Railway Board must publish service profile of all vigilance officers. Those who have not worked and contributed must be discarded.
How was Message Given By These Brazen Elements to the System
Whenever newcomer makes claim in underworld, he must do an exemplary act to scare people. It is important to understand this methodology. In this lies how networks are created and protected. Fear is the currency.
The message has been given by two agents:

By acting against bold and upright officers message of vigilance trimurti to the system was clear. Upright engineers of Vande Bharat team were hounded and some of them were put in a loop where despite their integrity not in question, they lost all promotional opportunities. Due to infected system, CVOs used agreed lists in wanton manner, while DRMs and PHODs got arrested.
Incidentally, it was one such case of falsely implicating an officer that led to downfall of #RKJha, the powerful czar of #Vigilance and the leader of trimurti. This modus operandi has been applied else where and it is fortuitous that change of trimurti led to some hope of stoppage of exploitation as decent officers replaced them.
#NER unfortunately had string of holier than thou #SDGMs who had their egos far bigger than their competence. Distinct caste angle was pushed by a member of the trimurti in NER – this was blessed by a powerful leader of purvanchal on caste lines. These SDGMs closed their eyes to all cases of systemic corruption while attacking honest officers. It is surprising that intelligence of vigilance of #NERailway failed to alert Railway Board about brazen corruption in RRB Gorakhpur as all the working levels were manned by NER employees and officers. Corruption in RRB Gorakhpur is known to all NER employees and citizens of Gorakhpur. These ‘honest’ SDGMs remained busy in clubs, golf courses and gossip, taking hospitality of their inspectors and other officers. They were puppets in hands of their inspectors.
By attacking bold officers who served as role models to others, as pack of dogs, vigilance sent message loud and clear.
When celebrated officers of Vande Bharat team, calm and composed officers like #RSVirdi, dashing and bold officers like #Sanwalka and #Shubhranshu could be targeted and ‘finished off’ what chance do lesser mortals stood? Message was clear. Once cases made, no one can come to their rescue – these vigilance trimurti and vigilance officers like them know very well. Put an officer on #agreed-list and no one can help him for one year. Disagree with executive bosses of the targeted officer and influence with their links in #CVC and you can fix any officer targeted.
The affected officers mentioned have retired hurt as they ran out of time before they could overcome the forces of vigilance. This is also a key component of tested modus operandi – foist so many cases that process will kill time leaving them with no meaningful time or energy.
Railwaymen were happy when the Minister called out vigilance insisting that they do not make false cases: 24 April 23: “अधिकारी-वेंडर-नेक्सस का नया स्वरूप-अधिकारी स्वयं बना वेंडर! भाग-2”. But he forgot to walk the talk as he went on to accommodate serving member of the trimurti in a department under his charge and allowed the other two members to be in receipt of government salaries after retirement as consultants/advisors. He chose to reward the exploiters.

This modus operandi of attacking visible, strong and popular officers was also followed by #Advisor to Minister when powerful and popular #EDME-Coaching was transferred in 24 hours of him signing a letter linking involvement of Advisor to Minister for Railways in change of #specification of #VandeBharat tender. This was soon followed by sending #MTRS on leave-Minister openly took credit of this.

Summing Up Extraordinary Situation post 2014
Thus, in total failure of vigilance working, record number of #Stores officers including two serving #PCMM were arrested by CBI, and many other implicated. However, no one investigated the conspiracy angle as to how they were granted protection in which a member of trimurti’s direct involvement has been talked about. Also it is talked about that a fellow caste mate of former CRB was most powerful ED/Stores in railway board who gave administrative protection to the lumpen elements.
Further, extraordinary cases of corruption have been exposed by non-railway investigators like CBI in India and Securities and Exchange Commission (#SEC) of USA. How could such a thing happen?
It is clear that while cases like ones on the team of Vande Bharat were made, many other cases which eventually were closed, vigilance was either incompetent or was in extortive mode.
Way #PED/Vigilance from Railway Board was transferred, indicates how deep was the rot of corruption. However, there was no independent investigation on the nexus these officers had built. Vigilance has been used by officers like #Arunendra Kumar also in past, but after 2014, there have been very high hopes that system would be improved. Instead, Ministers were happy to work with #KMG.
We even put across demand to the Minister, of having a white paper made after thorough investigation done of the cases made/investigated by this trimurti. But nothing has happened as yet. Had we not published how an absconding officer who was in private employment almost four years while absconding was made #CVO of #RDSO, he would have still continued.
We broke the news of how #CMD/#CRIS made inexplicable appointments of all his former bosses in most brazen manner. 09 Dec 24: “Whistle Blower Raises Serious Question on another of Vaishnaw’s Favourite: Emergence of New Sudheer Kumar”. Angle of administrative corruption and gaming of 360 degree process was raised on 2 Dec: “Fall from Grace – Who is vetting officers doing 360 degree evaluation?”
Not just that we also broke of serious conflict of interest and most unethical conduct of Level-17 officers who wrote herself a paycheck after retirement by getting selection done by her direct reports. Not just that she also got her long retired husband in a PSU.

The organisation is classic text book case of ill intentions and self seek driving large forces of transformation. If this were not enough, ‘hand-in-the-till’ case was broken by us when we found that there is a coverup in IR’s own #Vyapam.
New Scam – IR’s Vyapam
Doings of RRB/Gorakhpur are not new, but political fallout can be very bad. But despite the fact that many RRB chairmen have been acted against by CBI, personnel branch of IR has failed to control them. It is important to mention that like CRIS, the HR function is that of CRB himself. Credibility of railway recruitment has hit rock bottom.
This is culmination of passiveness of the honest, connivance of the corrupt and total failure of the #KMG’s #SudheerSense based management system.
It is learnt that 280 panels made by RRB/GKP after 2018 are being investigated. People in know of things want this to be taken to atleast last 20 years. We always said that officials have been successful in gaming the system. It is surprising that Narayan Halder with chequered past (from his #RRC stint) is still not accounted for. It was Halder, it is said, who called and found out that two selected candidates are not joining and in their place inserted the two names.
#CRB must make #vigilance process #transparent. To start with he must make the CVs of all vigilance officers published. He must act at the vigilance officers who acted maliciously. Assets of the trimurti and their families must be checked for benami property.
Already #PED/Vigilance was caught and had to be unceremoniously transferred at the instructions of highest levels of the government. False cases of Vande Bharat team is well known. False case on #AKLahoti is also well known. We are only mentioning those cases which are contemporaneous and fairly current.
Unless these malicious actors are not held to account, good officers will be forced to be passive effecting quality of decision making while Foreign investigators and Central Agencies will continue to bring up cases which will embarrass the government.
We believe that this is the least #CRB can do and justify his extension. Stay tuned..
