Why We Feel Cheated?
We are actually irked at the feigned #helplessness of entire #Railway-Establishment-starting from #Minister to #CRB, other Level-17 and Level-16 leadership. How can a system which is part of #Modi-government be so #helpless that it actually ends up protecting the #corrupts and #charlatans?
#PMModi ji could act on big issues like #triple-talaq, #Article-370, #RamMandir issue – but his #Railway Ministry is either so scared or hand in glove with the Khan Market Gang (#KMG) that it is out for protecting the scum of railways. #Scum it is, as big chunks floats at the top of the cess pool called #KMG and its #ecosystem.
We have always demanded in past that whenever there are #CBI cases, action should also be taken on reporting #officers and local #vigilance. See this latest case-
An #employee had to go about 350 kms to the #CBI office because a hefty #bribe was being demanded from him to just relieve him for next posting!
No #employee or #vendor would go to #police or #CBI if grievance can be attended to internally. In this case a person out of desperation went to CBI and complaint led to a trap case.
- How can #AEN, #DEN and #SrDEN be unaware of what is happening in their offices?
- How can #Vigilance not inspire confidence in the staff that complaints come to them when administrative officers are not responding?
- In another case, #whistle-blower woman #Contractor is harassed by beholden officers of a #PCE who was trapped by #CBI on her complaint in #RWF as revenge.
We had demanded that there should be overhaul of #Stores’ leadership in view of incessant CBI cases against #stores officers – but brazenness actually increased – as we broke about the misdemeanours of Additional Member/Railway Stores (#AMRS). But even the photographic and documentary leads as evidence are not sufficient.
What we had written and told #Minister about is becoming #crux of public complaints in this #election season. Despite more than one lakh crore per year on average spent in #railways for past ten years, still #Passengers are carried like animals. Incompetent advisors so dear to the ministers have brought things to such a pass.
#System becomes exploitative essentially because of lack of #rotation. Why should there not be transfers physically away from present posting place? It is laughable that even #DRMs are being posted in their choice places where they have been posted for long. #SKSapra as #DRM-Lucknow to #RajneeshGoyal as #DRM-Mumbai are classic cases. Best still, the officers who have remained in Mumbai-Delhi had to leave to become DRMs, but they are so sure that they will come back. Railway officers keenly watch Manish Tiwari, Rajneesh Goyal, Ity Pandey, Aditya Kumar, Jitendra Singh when they complete the tenure.
Collapsed Railway Leadership
Why employees and vendors are now approaching CBI? Because senior officers are not acting on #feedback and #complaints. Take for example our feedback which we have been giving to the Railway Minister, his office, Board Members, GMs, PHODs – when there is no redressal of #grievance, aggrieved party understands that #railway-leadership is hopeless and helpless, they then approach bodies like CBI.
When there is no meaningful #rotation, #supervisors and #officers become law unto themselves. Then they become bigger than #CRB or in several cases bigger than #Minister. Look at officers and supervisors supported by #Unions – even minister shakes before touching these persons. Agreed that these people are larger than minister, but can not they atleast start shaking up the system from one end? Transferring officers on confirmation in Group-A must lead to change of Head Quarters by more than 500 km why it is so difficult for the Board Members? Small railways have made system stinking cesspool – #ECR for example.
Would There Be Redemption, Ever?
It is beyond imagination that the current #political and #bureaucratic leadership of #IndianRailways can bring any change. Lack of #Rotation and #Vigilance are two #Corruption hubs in Zonal Railways – but the way #minister himself has protected #vigilance-trimurti (then #ED/Vigilance-Stores, #ED/Vigilance-Electrical and #PED/Vigilance – Railway Board) speaks volumes of his intent or capability.
Helplessness before officers who took orders on #IREPS is mirror to #capability and #competence of #CRB led vigilance department. And, this is also shameful for the inactive-minister, because in the very first meeting he was personally informed in detail about these two officers who were doing #business with the #Railways while they were in the #Railway-Service!
#Redemption can not be done by officers who did not bat an eyelid to shut down their own #StaffCollege. News is that #RailwayBoard has shut down all #academic programs at #NAIR. How can such officers stand for any cause?
Minister should watch his interaction with #PCOM/#NCR at #Khajuraho and read our feedback. He would thereafter agree with us that with current leadership nothing can be achieved.
