Three meetings with #Minister himself, each time #feedback first given to #MRCell before publication, still so little action. What does it lead to? Either #Minister is #incompetent or he is #complicit !
We have no doubt on #PMModi’s intent, but can we extend same #confidence on his ministers when they fail to act even on incontrovertible #documentary evidence?
IndianRailways has “distinguished” #Vigilance department which is so creative that it can make cases for merely recording that sun rises from east. With such #credentials, why is entire might of Hon’ble Mr #AshwiniVaishnaw devoted to protect these charlatans and promote them? Can #corruption be removed by such #extortionists who can even manipulate and make ministers complicit?
We consistently wrote about the #vigilance-trimurti-the then #PED/Vigilance-#RKJha, then #ED/Vigilance Electrical-#RKRai and then #ED/Vigilance Stores – #AshokKumar. They made cases against several outstanding officers notably the #VandeBharat team and #civil-engineering officers who were coming in way of PED/Vigilance’s career ambitions. The #government granted unprecedented six plus year tenure to #RKRai, kept #AshokKumar as Director and ED/Vigilance at #RailwayBoard. Mr. Jha of course had to be shunted unceremoniously due to instructions from very top tier of the government-due to some improper property purchase and manipulations.
Where are these officers now?
Mr. #RKJha was granted his #promotion and after #retirement he has been accommodated in #IRCON. Mr #RKRai wreaked havoc in #BLW and was made advisor of #RVNL for one year after retirement. Now thanks to eastern UP connections, he is reportedly serving #REC. #AshokKumar after massive bungling went for straight fourth vigilance tenure in Department of Telecommunications under Mr. Ashwini Vaishnaw.
Where is #justice for the officers who lost their rightful dues due to this #trimurti? Why did Mr #Vaishnaw feel compelled to #support these three #corrupt officers?
This lead to agonising cry of several officers that: All #Corrupts, #Thieves & #Manipulators have #Shelter of Administratively Incompetent Railway Minister!

We have in our three meetings given three detailed #agenda/#input in writing as part of our #feedback. However, except for very few, we don’t find any action. We will publish our agenda soon. A mere reference from #MR office to concerned #Member or #CRB would have ensured action-why did it not happen?

PMModi ji is crying hoarse for #भ्रष्टाचार-मिटाओ as his #election pitch vis a vis his opponents’ call of #भ्रष्टाचारी-बचाओ. Modi ji’s personal #credibility and #charisma is trusted by his voters. However, condition of #IndianRailways has different story to tell.
We have repeatedly mentioned that unless his ministers get #IndianRailways get rid of Khan Market Gang (#KMG), his ministers and as head of the cabinet, he would end up taking part of the blame.
Even with in #IndianRailways, why is his minister so enamoured of #भ्रष्टाचारी-बचाओ?

Another Manipulation which will be soon blessed
Dear reader several officers have stayed in #metros like #Delhi, #Mumbai, #Kolkata and #Chennai etc. for long tenures, crying for their personal needs. This period usually goes up to 10s of years. Surprisingly, when the #DRMship comes, the personal requirement vanishes and again reappear when the #DRM-tenure gets over. As tenure get over, they all would gravitate to their base stations as their personal needs would again become compelling.
#Fools are those who opt to move to other towns and cities.
Failure to Rotate
It is understandable that certain officers married to IRS, IPS, IAS, politician families or handling businesses of politicians or hand in glove with #Union/#Federation can not be #rotated or touched no matter how powerful the minister is. It is not clear how can #Minister and #RailwayBoard become helpless before officers who are promoted to Group-A?
Remember, principal responsibility to rotate officers is with Railway Board. Failure to #rotate has resulted in choked feedback channels. The #criticism which government is getting despite investing more than a lakh crore every year in #Railways is due to wrong decisions under the influence of these ‘un-rotatable’ fixed officers.
This has made condition of #railways like #ECR horrible in rampant #Corruption and #Casteism.
Failure to Think and Act Big
As un-rotatable officers are deeply entrenched, they easily influence ministers and briefs to the #cabinet i.e. #PM and #ACC. Decisions like greenfield #electric and #diesel locomotive factory are such decisions. #Transformation Directorate, the #toxic-legacy of #SudheerKumar excels in ‘small think’.
Today the #IndianRailways is bloated at the top. Each #Zone is now become a super divisional office. What one set of #GM-#PHOD-#HODs used to do in older zonal railways, multiple sets now handle smaller zones. To add salt to the wound, the #upgradation further forced one portfolio to be further split. Real bold decision would have been to reduce the number of Zones, reduce number of Officers.
Bold #reform would have been to separate managerial role taken by #engineers and distribute them to other departments leaving engineers do #core engineering work. Similarly, continuing with #IRPS and #IRSS is farcical. Addressing these issues would have made the problem of railways more manageable.
Multiple tenure
The multiple #tenures given to #vigilance officers, support given to them despite multiple #complaints, it is better to create Indian Railways Vigilance Service (#IRVS). #Monsters like #vigilance-trimurti are product of #IRVS. More such officers are in pipeline like #DharmendraKumar, #DyCVO of #BLW who became notorious as #DyCVO at #NCR. It is reported that complaints against him have been made by several officers in BLW, but like consistent support given to the extortionists, he also is being supported. Please note that this is his second vigilance tenure in continuation in JAG/SG.
We were also informed that the conning #CVO of BLW on completion of his tenure has proceeded on #deputation to a telecom #PSU as CVO. Like Ashok Kumar, he also was a vigilance officer in JAG earlier. So this deputation is his third vigilance posting. What is this going on under Mr. Vaishnaw’s administration, nobody knows but the truth is – all the corrupts have got a safe-shelter under his regime.
Earlier so many times, we suggested with the input from several senior officers that #Vigilance officers should be interviewed by the #CRB before allowing them to be given vigilance posts, but like other suggestions, this too fell on deaf ears of #RailBhawan.
While #Ganesh, #RaviPrakashBharati enjoying, several officers have retired, losing their rightful promotions. Look at the case of #AMRS, why he is not shown the door? #Vaishnaw sahab, please remember your threat to #PCOM of NCR, why have you developed cold feet now? And, please also remember, this golden chance will not come back again in your account!
