Raising standards: MTRS’ comprehensive agenda for RCF reforms
It has come to our attention from credible sources that #Member, Traction & Rolling Stock (#MTRS) #SatishKumar is scheduled to visit Rail Coach Factory (#RCF), Kapurthala today on 29.03.2024. #RCF has unfortunately become a hub of #corrupt officers who seem to have a predisposition towards troubling #vendors and profiting illegitimately from them.
Here are specific areas that require #inspection by #MTRS at RCF:
- The ongoing #primer-scam at RCF, Kapurthala, where supplies from M/s #GSIndustries are conspicuously absent from #Quality and #Vigilance audits, unlike other firms like #DebPaints, #Anupam Enterprises, and #Vibgyor, which are audited and sometimes unjustly rejected to favour GS Industries.
- There are allegations of #Corruption within the quality audit process, with materials pre-inspected by external agencies subsequently audited by RCF’s quality officers. #Vendors are reportedly coerced into paying significant #bribes for favorable test results.
- Allegations of corruption involving the present #CVO Ravinder Kumar Verma, #DyCVO Vinod Bazad, and #CVI Arvind Kumar Tripathi, who allegedly use self-written frivolous and anonymous letters to target firms that refuse to pay bribes. There are also concerns about delays in vigilance audits being exploited to extract illicit payments from vendors. Also no report has been finalised till date in the case of torn #seat and #berth in the #workshop of RCF, which was orchestrated by the dubious duo of vigilance gang.
- A significant number of Non-Conformance Reports (#NCRs) have been generated over the past three years by shop #SSEs and officers on dubious grounds, seemingly intended to pressure vendors into paying substantial sums.
- Concerns have been raised regarding #coaches furnished by M/s #DTL at RCF, particularly regarding substandard seat and berth quality lacking fire barrier cloth. Despite these issues, no action has been taken against those responsible, raising questions about accountability.
- What great achievement has RCF, Kapurthala done that back to back Additional Member and Member of #RailwayBoard is visting RCF. Is it the meeting with #GM, #PCME, #CVO to collect cut of share collected from vendors by them?
- #Rotation of #corrupt officers at RCF outside, including individuals like #BAttri, #RavinderVerma, #Gagandeep, #BaldevRaj (#CPRO), #VKVij, #RohitKumarBansal, #NitinYadav, #VinodBazad, and #PritPalSingh, suggesting systemic issues within the organization.
- Allegations of #data-manipulation regarding the number of coaches rolled out, attributed to #DyCME-#Furnishing #RohitKumarBansal’s office. #Vendors are reportedly #blackmailed into paying bribes in exchange for leniency on NCRs, highlighting systemic corruption within the organization.
In conclusion, the situation at RCF, Kapurthala demands urgent intervention to address the pervasive #corruption and #malpractice plaguing the organization. The #allegations of favoritism in #supplier audits, #coercion of vendors through bribery, and #manipulation of #vigilance-procedures underscore a systemic #breakdown in #governance and #accountability. Without swift and decisive action, the #integrity of RCF’s operations and its reputation within the #Railway-system will continue to be tarnished, compromising #safety, #quality, and #public-trust.
The upcoming visit by #Member (Traction & Rolling Stock) #SatishKumar represents a critical opportunity to confront these challenges head-on and initiate meaningful #reforms. It is imperative that investigations are conducted thoroughly, #perpetrators are held #accountable, and #robust-measures are implemented to prevent future occurrences of #corruption. By prioritizing #transparency, #integrity, and #ethical-conduct, RCF can reclaim its role as a cornerstone of the railway #industry, committed to excellence and public service.
