Investigation Deepens: CVO and CVI’s Role in RCF Corruption Exposed

As already published in #Railwhispers on June 23, 2023, Multi-crore primer supply scam going on at RCF, Kapurthala under the patronage of management! regarding the #Primer-scam which was earlier running at Rail Coach Factory (#RCF), Kapurthala under the aegis of #AsheshAgrawal (Ex-GM/RCF), #RavinderKumarVerma, CVO-RCF, #VinodKumarBazad, DyCVO-RCF and #ArvindKumarTripathi, CVI-RCF.

Subsequently, the change of #TC-minutes in next #Tender which exists on official files also was published by #Railwhispers on Aug. 9, 2023, RCF: Despite providing comprehensive details about the Primer Scam, no action has been taken against those involved”.

The same #blackmailing of the #vendors again continues at RCF, Kapurthala has seemingly resurfaced under the new #leadership and #blacksheeps of RCF #Vigilance Ravinder Kumar Verma, #CVO-RCF, Vinod Kumar Bazad, #DyCVO-RCF and Arvind Kumar Tripathi, #CVI-RCF.

Purchase orders (#POs) were issued to M/s #GSIndustries for supplying #adhesion promoting primer:

  • PO No. 14231044101572 dated 25.07.2023: 36,944 liters at ₹297.36/- per liter.
  • PO No. 14231140102842 dated 11.12.2023: 69,130 liters at ₹310/- per liter.

Another purchase order was given to M/s #DebPaints, Kolkata:

  • PO No. 14231044101659 dated 02.08.2023: 50,378 liters at ₹297.36/- per liter.

Additionally, Modern Coach Factory (#MCF), Raebareli issued a purchase order to M/s Deb Paints, Kolkata:

  • PO No. 06231026102718 dated 02.12.2023: 111,316 liters at ₹277/- per liter.

M/s #GSIndustries supplied 20,000 liters on 29.09.2023 and 16,944 liters on 30.10.2023 against PO No. 14231044101572, fulfilling the order ahead of schedule.

As per information, the #CDMS and #DMS of the #Furnishing Depot at RCF, Kapurthala, have confirmed and informed that the deliveries made by M/s #DebPaints, Kolkata, under #Purchase-Order No. 14231044101659, have been subjected to #vigilance-audit. This action was undertaken by RCF’s vigilance inspector, Arvind Kumar Tripathi, on March 26, 2024. Subsequently, the materials were forwarded to the #quality department for inspection.

The situation is further concerning as it has been confimred from our sources that vigilance of RCF has asked #Quality-officials of RCF to #reject the #sample of M/s. #DebPaints marked in #vigilance-audit in testing. This #rejection will lead to paving way for #monopoly of #GSIndustries, #Jalandhar. Also, this will terrorise M/s Deb Paints, and also other #vendors too, not to participate in future #tenders of RCF. Is the complete #Railway-administration sleeping?

There’s a significant price difference between procurement costs:

  • #MCF procures the primer at ₹277/- per liter.
  • #RCF procures it at ₹310/- per liter, leading to a ₹33/- difference.

RCF’s annual consumption of primer approximately 4 lakh liters amounts to a loss of ₹1.32 crore of public funds.

This situation prompts several concerns:

  1. Is RCF administration involved in favoring GS Industries over Deb Paints?
  2. Are individuals like Ravinder Kumar Verma, Arvind Kumar Tripathi, and Vinod Kumar Bazad exploiting their positions for #personal-gain time and again and there is no one in the #machinery to take action against these blacksheeps?
  3. Why is there a #discrepancy in #procurement prices, and who benefits from it? Is it Administration of RCF or CVO/RCF or CVI/RCF?
  4. Has the #RailwayBoard’s vigilance directorate lost control over these individuals, making them immune to consequences?
  5. Has #Mechanical-lobby become so predominant over the #ecosystem of RCF, Kapurthala that without paying the #bribes, the #vendors cannot survive?
  6. Why are CVO #Verma and CVI #Tripathi not being shifted from the #RCF-Vigilance when their offices have also been raided by the #ED-Vigilance Police, Railway Board?
  7. Isn’t #CVO/RCF Ravinder Kumar Verma and #CVI/RCF Arvind Kumar Tripathi a fit case to be executed under #56J?

In conclusion, the #evidence presented above indicates a #systemic issue of #corruption and #collusion at RCF, Kapurthala, perpetuated by individuals like #CVO Ravinder Kumar Verma, #DyCVO Vinod Kumar Bazad and #CVI Arvind Kumar Tripathi. Their actions have not only led to substantial financial losses to the public but also undermined the #integrity of the organization.

Hon’ble Minister for Railways is requested that the #swift and #decisive action must be taken to address this grave #misconduct. We demand a thorough investigation by the Central Bureau of Investigation (#CBI) into the #primer-scam and related irregularities at RCF, Kapurthala. Those found #guilty must be held #accountable and face the full force of the law.

We urge the #authorities to act swiftly and decisively to ensure #justice is served and to uphold the #principles of #integrity and #honesty in the functioning of our #railways. Anything less would be a disservice to the millions of citizens who rely on the railways and #trust in its #governance. Continue..
