It is learnt through reliable sources that Mr #PBNinawe, #AMRS, #RailwayBoard went to Rail Coach Factory (#RCF), Kapurthala on Thursday, 21.03.2024 to visit Punjab area.

What surprises is that, meeting was in GMтАЩs committee room, but #working-lunch in officerтАЩs club. Convention in government is that working lunch is in same premises. He had a working lunch and club evening on Friday, 22.03.2024 hosted by #PCMM/RCF or #GMRCF.

In a normal case, for a non-controversial officer, it would not. But for someone who recently visited Nepal, without ex-India leave, stayed in star hotels and resorts at Gorakhpur and Lumbini in Nepal, even such small things get noticed.

A #CMM of #NorthernRailway Mr #MahabalSingh has travelled from Delhi to Amritsar on Saturday, 22.03.24 and #DyCMM, Amritsar Workshop #ManishKumar bore all the expenses of AMRS Mr Ninawe and gave him a bootlicking protocol in view of his adjustment in Punjab area after completion of his tenure at RCF, Kapurthala.

According to our sources, it has been reported that Mr #RajKumar, the #CMM of #RCF, organized an extravagant breakfast for Mr Ninawe in an attempt to negotiate terms for his posting.

While performing his duties as #DyCMM at the #Furnishing Depot in RCF, #ManishKumar compelled #vendors and #firms to pay him a #bribe equivalent to 0.2% of the purchase order (#PO) value, regardless of the supplies provided by the vendor. He pressured vendors to fulfill his unlawful demands and withheld issuing R-notes for months until his demands were satisfied. According to sources, Mr Manish kumar has reportedly earned around тВ╣8-10 crore from RCF with his dacoity.

Following are the questions which need answer from Railway Board-

  1. What happened to the recent luxury trip Mr Ninawe undertook to Nepal without due approval? It appears that he has been given back dated ex-India leave. The fact that his approved tour program which was circulated did not contain ex-India component raises question on the #authority which granted back dated ex-India leave. AMтАЩs program is approved by #MTRS. Would CRB and MTRS explain or issue clarification?
  2. Nepal is hotbed of anti-national elements-has someone penetrated the Level 16/17 of railway board that such brazen behaviour was also тАШmanagedтАЩ.
  3. How can MTRS permit AM(RS) to take another luxury trip soon after Nepal fiasco-this raises serious doubts on the #ability of #MTRS to exercise administrative control.
  4. When #Nepal jaunt was reported and kicked the storm, how could AMRS still plan another picnic and pleasure trip at GovernmentтАЩs expense? Is this not unbecoming of an officer?

  6. Has it been determined who paid for the vehicles which took #AMRS to Nepal? Who paid for the stay in Hotels in #Gorakhpur and #Lumbini? Who condoned these? Why #MTRS is silent on these and permitting AMRS to continue exploitation with impunity?
  7. тБаIsnтАЩt Mr #PBNinawe a fit case for #56J?
  8. Does #silence and #inaction of #MTRS on this issue not raising doubt on his administrative capability to control his own officers even after #publication of incontrovertible evidence?
  9. Is #MTRS protecting these shady officers who are organizing and availing these #illegal and #unethical luxuries? Is silence of #MTRS part of his incapacity or some quid pro quo-if yes, then what is the quid pro quo? How can #MTRS allow his officer to embarrass the government?
  10. #Stores today is financially very powerful, following massive investments in asset acquisition. Even conventionally departmental purchases by Civil Engineering has now slipped in hands of Stores department. If we take just the #ProductionUnits, 6-7 #PCMMs directly control purchases worth #40-50,000 crore per year. Is the #protection result of this power – #Minister needs to ask #MTRS and #CRB about this?
