A series of tight slaps on the face of Railway Board by the kitchen cabinet of RCF & uncrowned king!
Vide a letter dated 13.11.2023, #RailwayBoard issued a #guideline with the subject as “Tenure on Secretary to GM and DGM/G posts”, it has been decided that the maximum tenure on the post of Secretary to GM or DGM/G, or combined tenure on these posts, shall not be more than three years.
It makes the #bottomline of the letter very clear that the officer in close proximity of the GM i.e. Secretary to GM, DGM etc. should not serve more than 03 years in total, so that a particular officer is not able to exploit the system and misuse the machinery for his/her own benefits.
Mr #AsheshAgrawal, the previous General Manager of RCF, Kapurthala on completion of 04 years tenure of Baldev Raj from Secretary to GM transferred him to DGM on 01.09.2023.
However, Mr Baldev Raj still kept working as Secretary to GM as he was a close aide of Mr Ashesh Agrawal and this was earlier published in #Railwhispers-

Sriniwas has changed Baldev Raj’s portfolio from #DGM to #CPRO leaving the office of DGM vacant at RCF and putting two psychophants (Chamchas) of Baldev Raj as Assistant DGM vide an office order dtd. 28.11.2023.
Now, from this incident of keeping continue The Baldev Raj in GM office raises various question;
- Has Baldev Raj become such indispensable like #Vigilance inspector #ArvindKumarTripathi in RCF’s GM office that General Managers of RCF can’t run their show without him?
- What incited the present GM/RCF to issue such order dtd. 28.11.2023?
- Is The Baldev Raj an essential cog in the machinery of #Corruption in the GM office of RCF, Kapurthala with deep ties with GMs?
- Is The Baldev Raj money collector or service provider of the General Managers at RCF?
- It is also learnt from sources that The Baldev Raj has done a course in vashikaran, muthkarni and black magic from a Bengali baba. Has The Baldev Raj actually been successful in doing all the GM in his control through this specialised #technique of #Vashikaran, #Muthkarni and #BlackMagic?

Also it is learnt from our sources that The Baldev Raj is also a specialist of parties along with his alter ego The #PritpalSingh, DyCMM/RCF (the famous waiter at parties, bartender & caddie of CVO).
It is also learnt from sources that The Pritpal Singh, #DyCMM/RCF gave Voluntary Retirement (#VRS) from Service which was forwarded by competent authority to the officiating GM (#AKJain, #PCME/RCF), due to his unfavoured posting at depot. So, with the benevolence of The Baldev Raj with tadka of his specialised services, the officiating GM (A. K. Jain) wrote on file, “Pritpal Singh is a good officer, his request of posting elsewhere may be considered”. Is it because of the above speciality of The Baldev Raj that the present administration is unable to find a #substitute to him? Or are there some other reasons?
Is it such easy to make a fool of Railway Board’s instruction by specialist #Tricksters like The Baldev Raj?
