What was it that #GMRCF canceled two tenders? Did he want to favor his favorite firm #DTL? Is that why they canceled the #tender twice, as #DTL could not #qualify in L-5 the first time and L-7 the second time? Then by reducing the quantity and tendering at #PCME level, they obliged #DTL (L-2) by giving major order?

Ahead of the curve.. The situation worsened further wherein after having been clear that M/s #DTL India Holdings Limited-Pune was a failed firm, fresh orders were placed on the same firm after dropping two tenders because of M/s #DTL India Holdings Limited-Pune did not fall into the class of #tenderers to whom the #contract could be awarded. This has caused #railways to pay approximately ₹16 crore (Rupees sixteen crore) extra as the rates were settled on an exorbitant side of 30% higher than rates as settled earlier. A Retired #GMNCR is currently working as a liasoner of M/s #DTL. Present #GMRCF was working as #CWM/Jhansi under that Retd. GMNCR. Both are hand-in-cuff. Brother of #GMRCF, who is a retired Member of the Railway Board, is acting as #liasoner of major #vendors in #RCF.

The #inferior_quality #seats and #berths have been internally accepted by #RCF quality department when #fibre content of #FRP tray of the seat and berth was 29 against 35 min.

Tender no. 17201178 was settled in favour of;
1. M/s DTL India Holdings Limited, Pune vide PO no. 17201178102010 @45.25 lakh per coach set.
2. M/s Hindustan Fibre Glass Works, Vadodara vide PO no. 17201178101961 @45.25 lakh per coach set.

M/s #DTL could not supply seats and berths as per #QAP as mentioned in #PO. The #Vigilance of #RCF did an #audit of the seat and berths and the #quality department confirmed the non-conformity to specifications vide letter no. M&C/VI2103478 Dtd. 10.02.2022 and M&C/VI2103479 Dtd. 02.03.2022. This confirmed the poor performance of M/s DTL.

However, M/s #HindustanFibreGlassWorks, Vadodara completed the order following all the #terms and #conditions of the #contract and PO. Also, the #production target of 2021-22 was fulfilled due to the #turnkey coaches fulfilled by M/s Hindustan Fibre Glass Works, Vadodara.

Despite receiving offers in response to #tender no. 17211691, the decision was made to drop it based on #weak justifications. One of the main factors contributing to this decision was the fact that M/s DTL held the lowest position (L-5) among the #tenderers. As a result, #GMRCF did not want to award the #contract to any other tenderer above M/s #DTL. It is worth noting that even though M/s DTL was a failing firm, the #GMRCF had vested interests that influenced the decision-making process.

This is particularly noteworthy because M/s Hindustan Fibres Glass Works was also vying for the contract. Despite the proven track record and competence of M/s Hindustan Fibres Glass Works, the GM’s personal interests prevailed, leading to the dropping of the tender.

  1. M/s DTL vide PO no. 17221178102308 @59 lakh per coach set for 100 coaches.
  2. M/s Milton vide PO no. 17221178100089 (developmental order) @54.25 lakh per coach set for 30 coaches.

This has caused #IndianRailways to pay approximately ₹16 crore (Rs. Sixteen crore) extra due to exorbitant rates as compared to earlier rates settled (rates settled at approximately 30% higher side compared to previous rates) which as per reliable sources has gone entirely into the pockets of #GMRCF; #CVO; #CVI; #CDE; #DyCME/Design; erstwhile #CQM; #DyCQM; #DyCME/Fur, #CWE/Fur, #PCME, #PCMM, etc. To be continue..
