The call recording which is already in the records of the Railway officers, but since the GST consultant bribed him and gave a cut in the claim, he has suppressed the complaint raised by the contractor.

In the recording, a contractor from Hyderabad is being asked for a bribe of Rs. 5 lakh by the GST Consultant of NFR Construction Organisation, to clear his long pending GST Neutralization Bill.

The GST Consultant was repeatedly giving useless and casual observations in file to harass the contractor. He is also negotiating to clear the GST Neutralization Bill. He has accepted in the recording that he needs to pay a Cut of the bribe to senior officers of NFR Construction and Accounts Department.

The matter came to the light from NFR Construction – Silchar Unit to the knowledge of the senior officers of NFR Construction Organisation but the matter was suppressed to save GST consultant as it could have brought to the light the corrupt practices going on in N.F.Railway Construction Organisation, Accounts Department.

Highly biased officer

#Railwhispers got above audio recording and a written complaint via email from the harassed people of NFRly. In this complaint, it is said that an IRAS 1991 Batch, a highly biased officer and the epitome of corrupt activities sitting at the top post of Northeast Frontier Railway, Construction Organisation has amassed disproportionate wealth to his known sources of income in his four years of tenure in N.F.Railway.

He is known in the corridors of Railways as a finance officer who has a number of complaints lodged against him with the CVC & Vigilance Organisation of N.F. Railway office. However, no action has been taken till date against him for reasons best known to the vigilance department.

Vigilance deptt is on the payroll?

There are rumours that the vigilance department of N.F.Railway is on the payroll of head of accounts construction and he keeps officers of the vigilance department very happy. What is further shocking is that the Railway Board and specifically Member Finance has turned a complete blind eye to his misdeeds and overstay in NFR Construction beyond the fixed tenure on sensitive posts.

One such stance of his bold misadventure and misdeeds is his continuous personal use of the official vehicle of Ex-PFA P.K.Sinha along with his own official vehicle allotted for the post of FA&CAO/Const. It is expected that at least if CVO/NFR reads this very article or if this article comes to the notice of the Hon’ble Minister for Railways Ashwini Vaishnav he will suo-moto order an inquiry into this act of corruption and punish him suitably.

Promotee officers are favourite breed

“The accounts office of NFR/Const. has become a cancerous place where no file is processed without a “CUT” reaching the accounts office and no bill is passed until and unless contractors meet Accounts Staff in person”, said a harassed contractor.

He says, “Promotee officers are a favorite breed of head of accounts construction who help him in his misdeeds. Dedicated hard working officers have become endangered species under him and are close to extinction”.

“If an accounts officer who takes a stand and acts as an obstruction to his corrupt activities is either punished by a reduction in their work allotment or is shunted out of key postings. New promotee officers are brought in on a monthly basis with the help of another senior IRSE officer, who simply sits in his office and enjoys his lavish posting without ever visiting field sites”, he said.

If officer acts otherwise he punished and sidelined

New officers who are brought into the Accounts department of NFRailway/Construction are kept under a period of observation by head of accounts construction and if they toe his line and help in getting his CUT they are rewarded with more sensitive work and “CREAM” postings, and if an officer acts otherwise they are punished by sidelining them. It is because of this reason that for the last one year order after orders were issued in the Construction Accounts office with wrong intentions of sidelining good officers and rewarding corrupt officers. “It can be checked by a review of all orders being given from his tenure”, said an official of NFR Construction.

Head of accounts construction & stooge simply does not work at all, just living a lavish life and reading novels all day long in his chamber and getting the Salary from the honest taxpayers of India. Because of his blessings one senior accounts officer is absconding from the office for the last one year without obtaining any sanctioned leave from the competent authority. Till date, no whereabouts are known of this officer and no departmental inquiry is ordered against him.

Demanding 20% to 25% of the total claim amount

Head of accounts construction does not allow the passing of any GST/PVC bill and is instructing the GST consultant to return the bill numerous times so that the contractors would get tired and offer a bribe to clear the bill. They are demanding 20% to 25% of the total claim amount to clear the bill. An audio recording of the above conversation between the GST consultant and a contractor has also come on record, but it has been buried by the accounts officers, said another harassed contractor.

On 11th September 2022, head of accounts construction threw a lavish ring ceremony party in a famous luxury hotel in Guwahati City. All the payments have been made by the contractors and by kickbacks received by the accounts officer as a commission in the Big Tenders of Civil Engineering department. Contractors are harassed to a breaking point where they are forced after mental torture so that they can come and meet him personally to pay his CUT which varies from 5% to 10% of the tender accepted value and variations.

The above all the details are brought into the notice of GM/NFR, even though Hon’ble Minister for Railways Ashwini Vaishnaw, Chairman & CEO/Railway Board Vinay Kumar Tripathi and the GM/NFR/Construction Anshul Gupta is requested to please look into the matter seriously, so that justice is being done for the working contractors of N.F.Railway and save the loot of public money.
