Southern Railway confirms the corruption and loot in Signalling items – Digital Axle Counters and Electronic Interlockings

Electronic Interlocking selling price from OEM to contractors is Rs. 80 lakh and contractor to Railways is between Rs. 4 to 5 crore without any value addition. Is this means the RDSO have approved the OEMs for the business and loot of the traders, contractors and suppliers?

Years of looting Railways by cartel of Signalling contractors and signalling officers exposed, How long will the competent authorities of the Railways will blind eyes for this loot?

Most powerful investigating agencies like CBI, ED, CVC, Income Tax, DRI, Police of the nation, now that evidence is clear, please act and punish the guilty.

#Railwhispers had highlighted amongst other Works and EPC tenders of MSDAC, 3 tenders of Southern Railway where this cartel of corrupt Signalling contractors in collusion with signalling officers of Southern Railway is causing loss of crores of rupees just by misusing the policy in the name of so-called fast track and purchasing Axle Counter through Works rather than Stores.

We appreciate the administration of the Southern Railway Signalling department who has understood the intent of #Railwhisper towards saving public money and eradicating corruption.

We praise the bold efforts of the signalling officer of Southern Railway that knowing the price difference of Works and Stores tender, he has changed the rate of MSDAC in the works tender as follows from Rs. 5,42,113/- to Rs. 3,83,838/- to i.e. reduced the price by 42% (Forty two percent).

#Railwhisper truly appreciate that at least in one Zonal Railway some honest officer has acknowledged and saved Rs. 8 crores (Eight crore) of the Indian Railways, meaning that all these years such loot and losses to Railways which are continuing in other Zones are clearly justified and if would not have highlighted the scam then this misappropriation of funds and corruption would remain deeply hidden.

However, #Railwhispers once again state that purchase through Works/EPC is causing approximate per year loss of Rs. 1500 crores to Indian Railway-

1. Stores pricing are available on one tip through online information system to all stores officers where they are aware of LPRтАЩs of all Zonal Railways and in case of Works it is on whims of fancies of signalling officer in collusioin with contractors to just consider the HIGHEST LPR provided by the contractor to him to justify the price.

2. Stores through Reverse Auction (RA) and negotiations price will always reduce and can be never be higher than quoted price, in Works/EPC tenders the corrupted cartel of signalling contractors controls the price and advises the tenderers to quote percentage high and there is also no Reverse Auction.

3. Through positive variation upto 100% signalling contractors have managed to increase the contract value which is illegal, total corruption and collusion and should be investigated as the whole purpose of tendering and CVC guidelines is defeated.

4. Why are 10,000 DP of MSDAC Stores not finalised and now tenders floated with double price through EPC and Works? Why is PED/Vigilance and Railway Board quite about this scam?

5. Sources say that the Cartel of Signalling contractors is sponsoring the promotions of some officers to the higher post and up to the GM. If this is not true, then why is the Vigilance, Railway Board, CVC and the guardians of ethics not stopping such corruption???

6. Southern Railway steps in reducing rates in Works after matter came in the public forum clearly demonstrates and makes it a hard evidence that contractors have been selling MSDAC and Electronic Interlocking at many times a price and looting Indian Railways i.e. Public exchequer.

Signalling officers of South Western Railway, South East Central Railway and Western Railway openly decided to loot Railways. Are they not scared of the System, or Railway Minister, or even Prime Minister?

Why are they not cancelling the Works tenders and purchasing through Stores when prices are less than half as OEM is directly responsible for quoting to Railway and there is reverse auction, negotiation and material supplied based on readiness of site and not at the time of order.

Indian Railways because of such corrupt activities of Signalling department is ensuring 27 crores loss to Indian Railways just in some following Works tenders-

How does SR, SWR, SECR, WR and Railway Board justify this huge loss – So-called Fast Track??? or Corruption???

The officers floating tenders at double cost through Works and EPC and not through Stores should be investigated and if found guilty must be chargesheeted and finally removed from service.

This scam should be stopped at any cost. How Works and EPC consider the double price of Multi Section Axle Counter (MSDAC) compared to Stores without any value addition?

Signalling system Electronic Interlocking (EI) selling price from OEM to contractors is Rs. 80 lakh and contractor to Railways is between Rs. 4 to 5 crore without any value addition, and when the entire scope is that of OEM. Does this mean that RDSO have approved the OEMs for the business and loot of the traders, contractors and suppliers?

Loss to Railway: Rs. 4.20 crore x 600 EI every year = Rs. 2520 crore.
MSDAC Loss = Rs. 1500 crore.
Total annual loss = Rs. 4020 crore and above approximately.

The collusion of Signalling officers and cartel of Signalling contractors and its leader along with railway officials should be investigated and this scam should be exposed and stopped immediately.

Hon’ble Prime Minister, Minister for Railways, CVC, CBI, ED etc guarding angels of the Nation please protect the interests of weaker sections of the society and stop this open loot of public money.

Also Hon’ble members of parliament please raise these questions in parliament in the question hour so that at least such misappropriation of funds and corruption and loot of above Rs. 4000 crore is stopped and the guardians of the public exchequer should awoke from their sleep.
