Scam continues: Signalling officials openly misusing funds to loot Railways

Are they not scared of the government or PM Modi, or even the Railway Minister?

Who are supporting this scam and giving them confidence?

The Union Cabinet, chaired by Hon’ble Prime Minister Narendra Modi, has approved a proposal for the redevelopment of three major railway stations тАФ New Delhi, Ahmedabad and CSMT Mumbai. With an approximate total investment of nearly Rs. 10,000 crore, the stations will be equipped with modern infrastructure and better facilities to tackle heavy foot fall and traffic of the railway passengers.

And on the other hand Signalling department is ensuring thousands of crores loss to Indian Railways.

FACTS :

This cartel of corrupt Signalling contractors in collusion with some top and senior Signalling officials of railways is causing huge loss in thousands of crores just by misusing the policy in the name of so-called fast track material purchase system and purchasing Axle Counter through Works rather than stores.

NOW LOSS THROUGH PURCHASE OF MSDAC THROUGH WORKS AND EPC JUST IN 8 TENDERS:

How does SR, WR and SWR, and Railway Board justify this loss ! FAST TRACK ??? or CORRUPTION ???

Meaning, just in these eight tenders where total requirement is 1187 MSDAC only (compared to annual demand of 40000 MSDAC) the loss is Rs. 27 CRORES AND THUS  MORE GAIN TO CHEAT AND CORRUPT CONTRACTORS AND WITH POVERTY LINE Rs. 1059, 81000 Indians could be brought over the poverty line.

IT IS IMPORTANT TO MENTION THAT NO ACTION IS TAKEN AGAINST MY PREVIOUS HIGHLIGHTS BY THE RAILWAY ADMINISTRATION:

WHY WAS NFR EPC TENDER OF MSDAC FINALISED AT Rs. 7,14,678 SUCH HURRY AND AT SUCH HIGH PRICE CAUSING SUCH EXORBITANT LOSSES IN MULTI CRORES BEFORE OBTAINING THE RATES DERIVED FROM STORES TENDERS TO CORRECT THE ESTIMATES BASED ON REAL STORES PRICE?

WHY WAS THE PRICE RECEIVED OF Rs. 3,15,000/- not considered while making estimation to EPC purchase of MSDAC?

All across the country stores tenders after Financial bid and RA showed price of Rs. 3,10,000/-

ESTIMATE OF NFR AS FOLLOWS AT Rs. 624173 COMPARED TO NFR STORES TENDER RATE OF Rs. 317000. RAILWAYS ITSELF ESTIMATED THE PRICE OF WORKS VIZ STORES AS DOUBLE!

AWARDED AT DOUBLE THE PRICE OF STORES WITH 14% FURTHER HIGHER THAN ALREADY DOUBLE ESTIMATED PRICE!

PRIME MINISTER, RAILWAY MINISTER, CVC, CBI ETC GUARDING ANGELS OF THE NATION PLEASE PROTECT THE WEAKER SECTIONS OF THE SOCIETY AND STOP THIS LOOT.

THE OFFICERS FLOATING TENDERS AT DOUBLE COST THROUGH WORKS AND EPC, AND NOT THROUGH STORES SHOULD BE INVESTIGATED AND IF FOUND GUILTY THEY MUST BE CHARGESHEETED.

THIS SCAM SHOULD BE STOPPED. HOW EPC/WORKS CONSIDER DOUBLE THE PRICE OF MULTI SECTION DIGITAL AXLE COUNTER (MSDAC) COMPARED TO STORES WITHOUT ANY VALUE ADDITION?

THESE OFFICERS ARE IGNORING THE PRICE DIFFERENCE EVEN AFTER CONTINUOUS HIGHLIGHTS OF THIS ISSUE AND CONTINUING TO FINALISE THE EPC AND WORKS TENDERS OF MSDAC AT SUCH EXORBITANT PRICE IN COLLUSION WITH THE CARTEL OF SIGNALLING CONTRACTORS IN EXCHANGE OF HUGE ILLEGAL GRATIFICATION CAUSING HUGE LOSSES TO INDIAN RAILWAYS.

NOW ANOTHER NEW SCAM:

DATA REVEALS THAT IN ONE MORE SIGNALLING SYSTEM ELECTRONIC INTERLOCKING (ENI) SELLING PRICE FROM OEM TO CONTRACTOR IS Rs. 80 LAKHS AND CONTRACTOR TO RAILWAYS IS Rs. 5 CRORES WITHOUT ANY VALUE ADDITION AND WHEN ENTIRE SCOPE IS THAT OF OEM.

LOSS TO RAILWAYS: Rs. 4.20 crores X 600 ENI every year = Rs. 2520 crores.
MSDAC LOSS = 1500 crores & more

ELECTRONIC INTERLOCKING LOSS = 2500 CRORES
TOTAL YEARLY LOSS TO RAILWAYS = 4000 CRORES

THE CARTEL OF SIGNALLING CONTRACTORS AND ITS LEADER ALONG WITH RAILWAY OFFICIALS SHOULD BE INVESTIGATED AND THIS SCAM SHOULD BE EXPOSED AND STOPPED IMMEDIATELY OR AS EARLY AS POSSIBLE.

This is a very serious scam of thousands of crores. Minister for Railways Ashwini Vaishnaw is requested to intervene and punish all signalling officials who are purchasing and/or have purchased a product of 3 lakhs at 8 lakhs causing more than 4000 crores loss to Railways.
