The pain of stagnant RPF inspectors

It violates the normal theory of human resource management by stagnating the promotional channel and ceases the enthusiasm and passion of result oriented work in Police or Armed force

Joined 1996 as sub-inspector, got only a single promotion as inspector in 2006, after that stagnated and did not get any promotion

IPF’s prayer for fixation in GP 5400 (6th CPC) and considering the promotional channel like other direct entry level of RPF

So many stagnated inspectors (IPFs) of Railway Protection Force (RPF) showed their pain after not being included in above referred two letters of Railway Board. Some of them written (wrote) a personal request through proper channel to the Director General, RPF (DGRPF) and requested/submitted their genuine grievances/deliberations for kind perusal and favorable redressal on the considerable documents attached with the representation.

They wrote that they were appointed as Sub-Inspector (SI-Executive)/RPF in the year-1996 in the 42nd batch SI and have undergone Training since 1996 and were posted in their respective Railway to continue further service after successful completion of the training.

They were promoted to the rank of IPF in the year 2006 and since then continuing as IPF in the same capacity of IPF. They have completed 25 years of service and got only one promotion i.e. from SI to Inspector (IPF) in 2006 and continue till date as IPF for more than last 15 yrs.

They got the benefit of MACP in the year 2016 and their Grade Pay raised from Rs. 4600 to Rs. 4800 when there is no such scale in RPF to be given. The next higher GP in RPF is Rs. 5400.

The letter of the Railway Board as mentioned is reference vide letter no. 2019 Sec(E)/MACP dtd. 23.09.2019 issued by Director RPF, Railway Board to PCSC/RPF, North Eastern Railway will support their claim to be a genuine demand as per contents of the letter and requested to issue a letter to all PCSCs of Indian Railways to pursue it to the FA&CAO of the concerned Zone to accept the same.

“They are appointed as SI in RPF on the virtue of graduate level entry examination in the year 1996 and amazed to see the future of all the officials of graduate level who entered in the service and have been granted more than 3 Promotions but they are stagnant on only one promotion for more than last  15 years”, they said.

The basic working of RPF/Police (any Investigating agency) starts with SI and lies upto Inspector, where they are subjected to all the work of field i.e. to start with registration of crime, Investigation or enquiry into serious nature of cases and lead the working force to the subordinates under him, who later comes upto his rank getting (four) promotions (i.e. from Constable to Inspectors), giving a frustrating career by sitting stagnant on one rank for the last more than 15 years.

Even ASCs who directly came to join the force got 5 promotions and are now in the rank of IG and they got only one rank of IPF and will any how touch the rank of ASC, when they have more field working experience.

The Ministry of Railways and Central Government have considered upon the stagnating features in supervisory cadre and issued memorandum vide no. PC-VII/2019/RSRP/3 dtd. 17.09.2021, with a subject “proposal to upgrade pay structure of supervisory cadres of Railways working in level-7 of Pay Matrix introduction of two new grades”.

The subordinate officers in RPF have the same problem and need similar consideration. (Copy of memorandum of the Railway Board attached).

The Ministry of Railways and finance Directorate of Railway Board have even approved a financial upgrading to senior supervisors of Accounts and Engineering department to upgrade the GP 4800 to the supervisors in the stage of Pay Matrix VII CPC, and places them in GP 5400, even when they have no such Pay Scale in their working cadre.

Similar, is the issue with RPF. There is no pay scale having GP of 4800 in RPF (Armed Forces) and next GP after 4600 is GP 5400 of ASC, which has been authenticated by the Railway Board vide letter no. 2019 Sec(E)/MACP, dtd. 23.09.2021.

They have been placed in scale i.e. GP 4800 since last 6 years and appeal for upgrading of their GP to Rs. 5400 since 01.07.2016 in the existing pay structure of RPF in the spirit of the above letter of the Railway Board.

Inspector in local Police are gazatted and in RPF, it is non-gazatted. It is very difficult to work with them in the field with similar mind set, when they have the same status and prosecution powers.

Earlier rank structure of RPF had two Inspector grade i.e. IPF grade-II & IPF grade-I. IPF grade-I had higher pay scale and EB amount. There was also a proposal of 355 posts upgrading of IPFs to group ‘B’ gazatted but are still flying at large with no affirmative result.

They have extreme faith and believe to keep their genuine problems before DGRPF for redressal and interference, it will bring a smiling result and energy in the working force of RPF Inspectors, who are striving to restore the lost energy and spirit of the force.

They requested to kindly consider the above deliberated request of putting the IPFs at par with other departmental supervisors of Accounts and Engineering and even keep the senior IPF of RPF ahead of them and give the promotion to those who have completed at least 10 years of service and open the promotional channel and consider the other benefits of higher grade pay and MACP.

PS: From last 3-4 years, after oppressing and incapacitating the RPF Association, there is no god father left for the harrassed members of the force.
