Who is running this huge Ministry of Railways?

The MR ? No.

The CRB? No.

The Board ? Not at all.

Earlier it’s being run by one Mr BS ! He was the super minister and the real power centre in the Rail Bhavan.

But he was thrown out of Railway Board recently by the order of PMO after verification of a Tweet.

But now another middleman come back in his place.

विभागवाद खत्म करने का तरीका

चलो विभागवाद खत्म करते हैं। शुरुआत के लिए RVNL, RITES, IRCON, DFCC, NCRTC, और सबसे ऊपर CORE जैसे संगठनों के मुखिया रेलवे के पिछड़े हुए सिविल सेवा अधिकारियों को बनाते हैं। इससे विभागवाद खत्म होगा और IRMS के फायदे भी समझ में आएंगे। मंज़ूर है सीआरबी साहब? यह प्रस्ताव दिया है रेलवे के सिविल सेवा अधिकारियों ने!

एक्सपेरिमेंट पर एक्सपेरिमेंट की क्रोनोलॉजी

अब क्रोनोलॉजी समझिए। पहले रेलवे बोर्ड के सदस्यों की संख्या 6 से बढ़ाकर 8 की गई। स्टोर्स एवं कार्मिक सेवा को सदस्य दिए गए। विभागवाद को पूरा बढ़ावा दिया गया। उधर यांत्रिक और विद्युत विभाग के विलय का एक्सपेरिमेंट फेल हो गया। अब विभागवाद को खत्म करने के नाम पर IRMS का एक्सपेरिमेंट करने की असफल कोशिश की जा रही है और संसद में मंत्री द्वारा गलत बयानी और अर्धसत्य बताकर तमाम सांसदों सहित पूरे देश को गुमराह किया गया है।

परिवार से लेकर पार्लियामेंट तक, राशन की दूकान से लेकर रेलवे तक, ‘डिवीजन ऑफ लेबर’ एक जरूरत है, जिसमें कोई बड़ा-छोटा नहीं होता, सब एक सिस्टम के लिए काम करते हैं। हीनभावना से उपजा कोई भी रिफॉर्म केवल हानिकारक हो सकता है। इससे समाज या संगठन को कोई लाभ नहीं होता।

कैडर मर्जर की क्रोनोलॉजी

स्टेशन मास्टर ट्रेन संचालन कर रहा है। पीडब्ल्यूआई ट्रैक की और जेई कोच की मरम्मत कर रहा है। एक दिन एक साहब आते हैं, कहते हैं कि तुम सब रेलवे के लिए काम नहीं करते, तुम सब निकम्मे हो, विभागवाद करते हो। अब से पीडब्ल्यूआई ट्रेन चलाएगा, जेई ट्रैक देखेगा और स्टेशन मास्टर कोच संभालेगा। परिणाम क्या होगा, इसका अंदाजा कोई सामान्य व्यक्ति भी आसानी से लगा सकता है।

आईआरएमएस की खिचड़ी से चलेगा काम

कैडर मर्जर की योजना से असंतुष्ट अधिकारी कह रहे हैं कि ये खबर छपवा दो अखबार में। पोस्टर लगवा दो बाज़ार में, कि आईआईटी/आईआईएम के छात्र अब रेलवे में न आएं, क्योंकि उनकी पसंदीदा सिविल सेवा परीक्षा से रेलवे अब अधिकारी नहीं चुनेगी, रेलवे में अब प्रशासन और प्रबंधन की उच्च कोटि की प्रतिभाओं की आवश्यकता नहीं रही। IRMS की ‘खिचड़ी’ से अब रेलवे का काम चलाएगा रेल प्रशासन!

What DRMs/ADRMs are doing

Most of the #DRMs of 68 divisions of Indian Railways think only about how to maximize expenditure.

No correlation of infrastructure demand and it’s usefulness and earning.

They project themselves as a big visionary without thinking Internal Rate of Return (#IRR) or payback period or even demand exists.

Another burden they are carrying 3-4 ADRMs who have mostly no any work portfolio.

All are interested and looking after the chances that how to make money only.
