Corruption is deep rooted in ECR—like advance stage cancer
Local PHODs and local Officers are main proponents of corruption and casteism in ECR

East Central Railway (#ECR) is infamous for #casteism and #corruption. It is strong perception about ECR if you have to survive and thrive in ECR either you have to play #caste-game or you have to #grease-the-palm. There is no other way because ECR is now fully corrupted.
#CBI trap cases and raids in last one and half years has not only proved this perception right but made it clear that corruption is deep rooted in ECR, it is like advance stage cancer. If major surgery is not undertaken right now immediately ECR is bound to fail corruption free India resolute of Hon’ble Prime Minister.
One of the root cause of this unbridled corruption in ECR is top management of ECR which involves General Manager and PHODs. Almost all #PHOD of ECR belong to Bihar or nearby places and have been either posted or active in ECR for considerable period. They are main proponents of corruption and casteism in #ECRailway.
In #NERailway one PHOD was trapped red handed by CBI—General Manager was shunted out but surprisingly in ECR—North and South wing of #Construction Organisation are competing against each other to register maximum traps and raids of CBI but no action is being taken against CAOs by CRB on extended contract who forcibly occupied looking after the post of Member Infrastructure. Why CAOs of ECR are being shielded and patronised? Why GM/ECR is being spared?—it is no quantum physics it is management by cash.
Railway Board could not find a honest outsider Senior Deputy General Manager-cum-Chief Vigilance Officer (#SDGM/#CVO) for ECR. They posted a notorious old hand of ECR as SDGM/CVO who spent almost his entire career in ECR a hard core corrupt and staunch casteist. Construction organisation has been given free hand by ECR vigilance for a hefty monthly commission. It is failure of #Vigilance wing of ECR which CBI has to intervene.
CBI raids has been frequent during recent times during the regime of present General Manager but no action has been taken against General Manager of ECR like NER. Why the officers of construction department are risking their careers and doing all kind of misdeeds, there is an undercurrent and grapevine that there is pressure to collect more and more to satisfy the hunger at top.
Some reliable sources confirmed that General Manager has lost control over administrative affairs of ECR. Few PHODs who are highly incapable and corrupt have taken over the control and blackmailing GM to heed to their demands in return of some small time favours to GM. General Manager cannot shelve his responsibility.
Whenever CBI raid staff and junior officers of ECR have been targeted—PHODs and SDGM is completely spared. Hon’ble Prime Minister and Minister for Railways is requested to replace both the local CAOs, and all the PHODs, and minimum fifty percent officers in one go with suitable outsiders. The present SDGM/ECR should be shunted out immediately. General Manager of ECR should be held responsible.
Chemotherapy and Radiation stage is over now major surgery is required in ECR, top management PHODs and above should be held responsible, Vigilance should be freed from local elements and revamped completely. SDGM, Dy CVOs and Vigilance Inspectors who have never worked in ECR and doesn’t belong to Bihar or nearby should be posted even on extra increment and out of turn promotion, and choice posting after fixed tenure.
If Minister for Railways does not have courage to overhaul ECR administration and vigilance at least he should shut down ECR vigilance which will save good amount of money and free ECR from corruption.
