Single Tender & Special Limited Tender: Open tendering processes can reduce corruption risks
Scrap Single & Special Limited Tendering process, it should be investigated by the agencies
#Corruption in Single Tender and Special Limited Tenders (#SLT) is a significant concern in Indian Railways, with allegations of manipulation and nexus between railway officers and contractors leading to losses of over ₹1000 crores in the past two years.
To address this very important issue, it’s essential to have a thorough examination of all Single Tender and Special Limited Tender cases.
The Comptroller and Auditor General (#CAG) of India should scrutinise and investigate these cases to identify irregularities and hold those responsible accountable.
The Central Vigilance Commission (#CVC) and Central Bureau of Investigation (#CBI) must also look into the matter, especially in railway cases, to ensure transparency and fairness.
Some key concerns with SLTs include-
- Lack of transparency: Limited tenders often lack of the open competition, creating opportunities for manipulation.
- Unfair advantage: Stringent restrictions, such as bid capacity and similar nature requirements, can favor specific contractors.
- Time and cost overruns: Many Special Limited Tenders aren’t completed within the timeframe, resulting in additional costs.
To prevent corruption and ensure accountability
- Impose penalties: Contractors should face hefty penalties for delays and non-compliance.
- Enhance scrutiny: Regular audits and monitoring can help detect irregularities.
- Promote transparency: Instead of Single Tender and Special Limited Tender, Open tendering processes can reduce corruption risks.
By taking these steps, #Railways can work towards a more transparent and accountable tendering process.
