भीष्म पितामह के जीवन का एक ही पाप था कि उन्होंने द्रौपदी के चीर हरण के समय क्रोध नहीं किया और जटायु के जीवन का एक ही पुण्य था कि उन्होंने माता सीता के हरण के समय क्रोध किया। समय आने पर दोनो की मृत्यु हुई। लेकिन एक को बाणों की शैय्या मिली और दूसरे को प्रभु श्री राम की गोद। क्रोध भी तब पुण्य बन जाता है जब धर्म और मर्यादा के लिए किया गया हो और सहनशीलता भी तब पाप बन जाती है जब वह मर्यादा और धर्म की रक्षा न कर पाए। हमारा यही विश्वास है, यही हमारी पत्रकारिता का आधार है। पिछले कई वर्षों से हमने रेल के वरिष्ठ सेवानिवृत्त अधिकारियों की सलाह से और कार्यरत अधिकारियों और कर्मचारियों से फीडबैक लेकर रेल के उच्च पदस्थ अधिकारियों, रेलमंत्री और प्रधानमंत्री कार्यालय को रेल में ट्रांसफॉर्मेशन के नाम पर आए भूचाल का सही आंकलन दिया है। इसके चलते, कई निर्णयों पर पुनः विचार हुआ और दिशा ठीक की गई। इसी शृंखला में हम आज पूरे रेल के नेटवर्क में व्याप्त पैनिक का विश्लेषण करेंगे और अंत में एक #Charter_of_Reform का सुझाव देंगे—जो रेल से भावनात्मक रूप से जुड़े हैं और जिनके पास बड़े प्रोजेक्ट बनाने, बड़ी रेलों और मंडलों को चलाने का असली अनुभव है। ये वे लोग हैं जिनको एक ईमानदार नेतृत्व गुरुतर सम्मान देगा—ये वे नहीं जो साहब और बीबी के गुलाम रहे—ये वे अधिकारी रहे जिनके एक फोन पर सारी यूनियनें, सारे कर्मचारी और अधिकारी लामबंद हो जाते थे। इन्होंने करियर फाइलों पर साइन करने से बचते-बचाते नहीं निकाला—जो आज उच्च पदों पर जाने की प्री-कंडीशन बन गई है। एक ड्राइव से दूसरी ड्राइव, दूसरी समाप्त नहीं होती कि तीसरी ड्राइव—इन सबके बीच स्वच्छता अभियान की वीडियो-फोटोग्राफी—जब भीड़ आ गई, तो तुरंत सीसीटीवी, कंट्रोल और स्टेशन पर अधिकारी, होल्डिंग एरिया। वर्तमान में रेल सिस्टम नशे में धुत्त किसी शराबी की तरह लड़खड़ाकर चल रहा है, एक सँभला, तो दूसरा गिर गया। कुछ यही कारण #NCR में मथुरा-पलवल के बीच मंगलवार, 21 अक्टूबर को हुए बड़े डिरेलमेंट का बताया जा रहा है। वहीं ब्रांच ऑफिसर हर ड्राइव के पेपर कम्प्लायंस दे रहे हैं, रोज वीसी भी कर रहे हैं—तो पटरी पर कौन है? ये बड़ा प्रश्न है!

The deluge of critical reports in national media seems to have panicked entire railway system—Railway Minister down to DRMs. While Ministry of Railways has started to legally take up fake news peddling, not every thing that is being reported can be dismissed as fake news. We support action on fake news:

These and many more, panicked the system. Minister was forced to personally visit stations in New Delhi and meet passengers, while requesting opposition parties not to make an issue out of the situation. As his well wisher, we are saddened by this helplessness of Minister in this truly hopeless situation.

Panicked Rail Bhawan

There are panicky messages now issued from #MRCell, #CRB, #MOBD which are further pushed by #GMs and #DRMs. While fully aware that Diwali-Chhath Puja season is around the corner, entire system was thrown in to swachchhata drive, cyber security drive and many others. Being Mechanical subject, CRB and his Cell pushed all #EnHM directives-tying up all BOs, ADRMs and DRMs. There is a demand that every Division focus on Amrit Samvads-preparation for festival be damned.

Now panicked MR Cell has been pushing hastags, messages to be promoted. General Managers and DRMs have been instructed that they need to conduct press conferences and media briefings. Effect is showing as media is now full of ’12 lakh railway employees’, ‘working 24×7’, ’12000 specials’ and ‘so many crore passengers’.

Situation became so desperate that Minister himself had to go on visits to railway station. These desperate visits show how weak the system has become to even perform what is its basic duty. There is no alternative to have officers who have problem solving attitude honed by field experience and an experience of planning and taking decisions. If the only claim to fame is that an officer stayed in one city their entire career, then surely the current DRM/Delhi Division is better than the one he replaced.

Panicked, entire country is seeing construction of holding areas. One wonders what were these talented #transformation geniuses were doing with more than 17 lakh crore rupees in their hands all these years?

Chicken have come to roost. What Next? Would PM be going to holding areas? What about railway system? Why is the system still nourishing the parasitic leeches by not effecting #rotation? Till honest, brave and bold officers are not recognised and promoted, you get this outcome after historic investments.

Modi ji, these people who are struggling to get a ticket or a seat at #Udhna, in #LTT, in #NewDelhi, are your real voters and labharthis. If you reward the parasitic behaviour you will get these parasites—if you reward honest, brave and bold decision makers, you will get those who can build world’s best railway network of your dreams and convert every rupee you spend in system as your loyal followers.
