EnHM – A Biggest Fraud in Indian Railways
Environment and Housekeeping Management (#EnHM) wing is a biggest fraud of Ministry of Railways. This #EnHM wing primarily and mainly deals with #Cleaning and #Washing activities in Indian Railways.
It is not understood what expertise or special set of skills are required for cleaning and washing activities that only #Mechanical engineers of #Railways are possessing. Whether Jamalpur institute (#IRIMEE) has any special course or module on cleaning and washing engineering or management?
Why does the #Civil engineers or #Electrical engineers or even useless and corrupt accounts wala, they are not worth being called as officers, cannot manage these #cleaning and #washing contracts?
Cleaning and Washing activities have become biggest source of #Corruption in Railways. Cleaning is such a deceptive item it vanishes when you look for it. When there is no crowd, cleaning is not needed and when there is crowd, there is no need of cleaning.
There is no doubt there is perceptible change in #cleanliness in #IndianRailways due to special focus of Hon’ble #PM and visionary idea of Swachchha Bharat Abhiyan. #Railways has spent thousands of crores of rupees on cleaning and washing activities but desired results are far from being achieved.
There is open loot in these contracts. Officers and contractors are biggest beneficiaries. Officers are managing these contracts through their relatives. The worst sufferers are #Passengers and contract #labours.
Contract labours are being supplied to residences of senior officers for bunglow cleaning and personal household work. Many #DRMs and #GMs and #PHODs are enjoying these privileges free of cost on public hard earned money. None of them are paid minimum wages even those who are toiling 24×7 at residences of GMs and DRMs.
Come to this special case-Why need of special conditions arised?
Can #PCME of #EastCentralRailway explain what stops a already existing #laundry set up of adequate capacity and required criteria in and around of approx 20 km of Ara and Rajgir to participate in open #Tender of this work with normal conditions?
He cannot explain because game is different and he is party to it.
- How can 75% or more installed capacity and 100% or more installed capacity be the same from where remaining 25% of the requirement will be met?
- How time frame of 90 days for setting up of laundry is derived? When a private person can establish a new laundry in 90 days why railways with all the resources at hand cannot set up a departmental laundry in 90 days?
- How does you are aware that someone had already had bought laundry equipments for setting up of laundry? Is not insider trading?
- Why does distance criteria are not prescribed for leased or hired laundry?
All these special condition mentioned in this EnHM letter is meant to give special favour to someone special in return of something special.
This kind of favouritism and open corruption should be immediately stopped. All such special conditions of contracts should be investigated by the #CBI and culprits and conspirators should be punished.
Dear #PrimeMinister, #EnHM should be scrapped with immediate effect and all cleaning and washing activities should be given to #Commercial Department who is custodian of passenger services. #Mechanical officers should be deployed in their core areas.
