How the two experiences can be termed as Similar in nature?

There is clearly marked differences in #OHE work and Transmission line work and based on those differences both OHE and Transmission line work can’t be said to be #similar in nature. Clearly visible differences in both the work is highlighted in following para:

  1. There is no concept of traffic block in #Transmission line work. #OHE work is being executed over Railway #Track, whereas transmission line work is executed over normal #terrain. This is the basic and fundamental difference in both the work. Transmission line work can be planned for execution all day long whereas OHE work requires traffic block every time. OHE #Contractor has to well versed with train running rules, aware of different aspect of #signals, needs coordination with #traffic and #TPC control simultaneously.
  2. After stringing of wire, it is utmost important to take care of height of contact wire, zone of #pantograph movement, adjustment at turn-out locations in OHE work. Whereas there is no such things as adjustment in transmission conductor. The erection and adjustment #methodology and it’s requirement is not at all similar in nature.
  3. In OHE work, there are two conductor – #catenary & #contact wire – and contact wire is effectively hanging on catenary whereas in transmission conductor there is no such arrangements. In transmission line conductor provides current carrying paths whereas in OHE it’s current carrying path and as well as path for pantograph movement for current collection.
  4. Earthing and Bonding requirement is certainly different in both these #OHE & #Transmission system. In transmission line, focus is only on the #earthing of structures carrying conductor whereas in OHE it’s not only conductor carrying structures but also other structures like tracks, buildings, FOB, ROB, Platform shelters, gantries etc. OHE #earthing and #bonding is associated with passenger #Safety on platforms and running trains along with safety of workers of other departments. OHE contractor is aware of all these requirements whereas transmission line contractor doesn’t have idea of such requirements. How the two experiences can be termed as #Similar in nature?
  5. There is no #concept of sectioning in transmission line arrangements. No section insulator arrangements or short neutral section assembly is a part of any transmission network whereas in #OHE, this is the essential aspect at every #stations, #sidings and #block sections.

Further, #Railwhispers would like to inform #WCR, #ECR & #SECR that no other #Railway i.e. Western Railway, North Western Railway, Central Railway etc have been modified the Technical #Eligibility Criteria for 25 kV OHE Work and considering the #Similar Nature Work as under:

“(i) Definition of #OHE & #FEEDER component of Work – Any work which includes work of “Design, Supply, Erection, Testing & Commissioning of 25 kV/2×25 kV, 50 Hz, AC, Single phase”.

Yesterday, on 18.09.23 also #WCR has issued three more such tenders! Regarding this, when asked, a senior electrical officer said that, “if any firm has not represented, then no one would want to take the risk of improvement on their own”. This means that they will remain conservative but will not correct the mistake made earlier in the interest of railways.
