How such ‘ghost examination’ can take place is matter of investigation by Railways -CRS

Sub. Immediate Recommendation – Derailment of train no. 15633 Up, Bikaner-Guwahati Express on dtd. 13.01.2022 in Alipurdwar Division, N. F. Railway.

CRS/NF Circle Letter. No. T/12016/ 2021-22/NMX-NQH/NFC/1708, dtd. 10.02.2022.

During the enquiry of the above accident it has come to notice that Loco no. 22375 WAP-4, has undergone last trip inspection (TI) in 06.12.2021, and it was then since running continuously and logged about 18000 km before eventual derailment of the loco attended fallen with Traction Motor (TM) -2 on 13.01.2022 while working train no. 15633 Up. As per prescribed inspection schedule WAP-4 locomotive shall undergo trip inspection at every 4500 km which was not ensured.

The loco no. 22375 WAP-4 was working continuously as miss link loco in AGC Division of NCR, since it was a miss link loco, it did not touch the station nominated for trip inspection. NER submitted that a list of miss link loco is sent to the foreign railway through FOIS, which AGC Division says it did not receive.

Trip Inspection (TI) is an important safety inspectionin which undergear of the loco is inspected by the trained Railway official to ensure safety and it is expected that Railways has institutionalised system to monitor and ensure that it is done in time.

Also, the document presented during enquiry it came to light that in one of the loco link issued by Samastipur Division (SPJ) of ECR, electric locos has been allotted to undergo TI at NCB and AF, both these locations have no facility for trip examination, how such ghost examination can take place is matter of investigation by Railways.

In light of above following immediate Recommendation are made –

a) Railways can take necessary steps to ensure that TI of locos are ministered for each locomotive on the Railway and it shall be the responsibility of Railway where loco is working when the inspection becomes due, to ensure that the locomotive undergoes all schedule attention / inspection on time including trip inspection.

b) Railway shall check the all station which are nominated for inspection of locomotive have requisite facilities and loco link issued by Railway are executable in field to ensure timely inspection and maintenance. Safety Organisation of Railway should be drafted to check the loco links and ensure necessary corrective action where ever required.

It is great negligence in all level as per my knowledge each locomotive has a history book in which have record of AOH, POH and other maintenance schedule which observed by loco pilot & section CLI. I have seen such history book during joint enquiry of pantograph entanglement with OHE . Such type negligence to be avoided to insure safety of life of passengers and valuable Railway property.” Retd. SSE.

बहरहाल, सीआरएस ने भले ही अपनी रिपोर्ट में संबंधित रेल अधिकारियों और कर्मचारियों की भीषण लापरवाही और अक्षम्य कृत्य को उजागर किया है, तथापि यह भी तय है कि वास्तविक धरातल पर कुछ नहीं होने वाला है। कुछ नहीं बदलने वाला है। किसी पर भी कोई आंच नहीं आने वाली है।

जबकि इंजन की ढ़ाई से तीन टन वजनी ट्रैक्शन मोटर गिरने से ट्रेन के 12 कोच डिरेल होकर एक-दूसरे पर चढ़ गए, जिससे अधिकृत तौर पर 9 यात्रियों की मौत हुई, और 36 यात्री गंभीर रूप से घायल हुए जबकि अनधिकृत आंकड़े कुछ और कहते हैं! इसके लिए जिम्मेदार कौन है? यह अब तक सुनिश्चित नहीं हुआ है।

यह “रेयरेस्ट ऑफ द रेयर” घटना थी, जिसमें संबंधित रेल अधिकारियों की जानलेवा गंभीर लापरवाही वास्तव में उजागर हुई है, परंतु उनकी तुरंत योग्य कार्रवाई, बर्खास्तगी अथवा मुअत्तली के प्रति रेल प्रशासन में इच्छाशक्ति का घोर अभाव देखने में आ रहा है।

पिछले आठ सालों में चार रेलमंत्री हो गए, परंतु रेल की न सूरत बदली है, न ही सीरत, और तमाम गाल बजाने के बावजूद भ्रष्टाचार बढ़कर चौगुना हो गया। जो जहां बैठा है, वह वहां कुछ न कुछ लूट-खसोट रहा है।

निकम्मे, अकर्मण्य, और जोड़-तोड़ करने वाले भ्रष्ट लोग अधिकार संपन्न पदों पर विराजमान हैं, जबकि सक्षम एवं निष्ठावान लोग हासिए पर पड़े हुए हैं। अतः किसी को कोई फर्क नहीं पड़ने वाला है, जनता अर्थात सर्वसामान्य यात्रियों को मरना ही है, वह भी पैसा देकर अर्थात टिकट खरीदकर!
