Despite Lockdown RailTel Completes Execution of NIC e-office in Kharagpur and Chakradharpur Divisions of South Eastern Railway

E-office will Help the officers of these Division to do their File work Remotely

Despite nationwide lockdown due to COVID19 outbreak, RailTel has successfully completed the work of providing NIC e-office in Kharagpur and Chakradharpur Divisions of South Eastern Railway (SER). NIC e-office will help Railway officials of these two divisions to handle all their manual file work remotely on digital platform.

RailTel signed the MoU for the Phase 1 with Indian Railways in March 2019 with a mandate to complete the work by March 2020. But RailTel completed the work ahead of time and completed the work at South Eastern Railway zonal Head Quarter and Ranchi Division within 6 months of signing the MoU.

The work at Kharagpur division and Chakradharpur divisions were executed under the phase 2 of e-office execution and completed within 3 months of signing the MoU.

RailTel has created 3724 users in these 4 establishments (Zonal HQ+3 Divisions) of SER and trained executives to handle the platform and a total number of 4475 e-Files and 5144 e-Receipts have been created by them. The work at Adra Division is in progress and expected to be completed soon.

It was big challenge for RailTel team to complete the work during the lockdown phase as resource movement was restricted. However, RailTel completed the majority of the work remotely and trainings were also provided through video conferencing.

E-office has been proved to be boon in the crisis time like this and part of Railway workforce now can work from home as well which would have been impossible in case of manual filing system.

RailTel has by far created 72976 users across Indian Railways (Zonal HQs, Divisions, CTI, Pus, Workshops etc) and till date 132002 e-Files and 465062 e-Receipts have been created replacing the manual work mode.

NIC e-Office is a cloud enabled software developed by National Informatics centre (NIC) that is being deployed/hosted from RailTel Tier III UPTIME USA certified data centres at Secundrabad and Gurgaon. It is based on Central Secretariat Manual of e-Office Procedure (CSMeOP).

Implementation of NIC e office aims to usher in paperless, more efficient, effective and transparent inter – government and intra-government transactions and processes.

The aim of e-Office implementation for Indian Railways is to provide reliable, efficient, and effective way to handle office files & documents.

There is an absolute transparency as anything once written on the file cannot be changed or undone. There is also a monitoring mechanism to check where the files are held up.

It is a big challenge to transfer the entire manual filing system of Indian Railways on to one digital platform. However, the bigger challenge is to train the workforce so that they can handle the system efficiently.

The most difficult part is to condition the users to give up the habit of using manual file system and adapt the new system of paperless working. RailTel team has managed to complete the implementation before the deadline and also managed people by retraining and handholding for roll out.

Quick disposal of files and systematic, timely monitoring of pending files has been the other immediate advantage of NIC eOffice.

With above advantages, South Eastern Railway will be changing the work culture for providing better services to public. E-Office fosters paper-less culture which will not only save operational cost but also reduce the carbon foot print.
