MSME Track Component Manufacturers Launch Nationwide ‘Tool Down’ Protest Against Railway Board Guidelines

NEW DELHI: Micro, Small, and Medium Enterprises (#MSMEs) under the banner of the Railway Track Components Manufacturers Association (#RTMA) launched a nationwide peaceful “Tool Down” protest on Saturday, August 1, 2026. The industrial action marks the beginning of a coordinated effort by small and medium-scale suppliers to demand fair treatment, due process, and meaningful dialogue from the Railway Board.

The protest stems from growing friction between track component suppliers and railway authorities over administrative decisions and stringent quality guidelines. According to the association’s official document, manufacturers are raising serious concerns over arbitrary quality checks, including random sampling without prior field complaints, and unilateral delisting of vendors without adhering to due process or offering fair hearings.

Industry representatives highlight that recent enforcement actions violate the established #IRST-31:2025 standard specifications and basic principles of natural justice. Suppliers have also criticized the imposition of harsh penal measures through ISO Apex guidelines, describing the overall official posture as industry-unfriendly, opaque, and damaging to small enterprises.

A central focus of the dispute involves the manufacturing of Elastic Rail Clips (#ERC). While railway administration officials have suggested shifting ERC production to railway wheel manufacturing facilities, the association emphasizes that ERC production is a specialized process requiring distinct design expertise, precision engineering, strict material control, and international best practices that cannot simply be merged into wheel foundries.

Emphasizing that the demonstration is intended as a peaceful appeal rather than a direct confrontation, the association has called on the government to engage in structured, transparent consultations. Industrial leaders stressed that supporting local MSMEs is essential for realizing the vision of an Atmanirbhar Bharat (self-reliant India), urging authorities to work collaboratively toward a sustainable supply ecosystem and maintaining the safety and reliability of national railway infrastructure.
