PATIALA: A potential conflict of interest and violation of established vigilance guidelines has emerged regarding the current Deputy Chief Vigilance Officer (#DyCVO), who reportedly continues to serve as an office bearer in the capacity of Honorary General Secretary for the PLW Sports Association. This arrangement persists despite the Railway Board’s explicit guidelines issued on May 4, 2023, which reiterate the provisions of the Indian Railway Vigilance Manual (#IRVM), 2018.
The manual strictly dictates that “vigilance functionaries must avoid close association with decision-making processes that carry vigilance sensitivity to prevent conflicts of interest, as they may later be required to judge those very matters.” This situation raises serious questions regarding whether the officer’s dual role aligns with the spirit of the guidelines, and what justification allowed this arrangement.
The matter gains additional significance as the Dy. CVO has reportedly applied for the post of Chief Vigilance Officer (#CVO) under the Government of India, with a stated preference for a Chandigarh posting. Observers note that leaving these conflict-of-interest questions unaddressed before a promotion to a higher vigilance assignment could set an undesirable precedent, particularly since CVOs are expected to uphold the highest standards of integrity and impartiality.
Simultaneously, various administrative concerns have been raised by personnel who requested anonymity. Allegations suggest that the Dy. CVO exercises disproportionate control over local sports infrastructure, allegedly restricting certain facilities for personal and family use. Staff members have also expressed concerns over an internal perception that the officer undermines the contributions of colleagues while inflating their own organizational role.
Furthermore, reports indicate that the Dy. CVO maintains unusually close proximity to the current administration, frequently spending extended periods in the chamber of the Principal Chief Administrative Officer (#PCAO) without the apparent knowledge of immediate vigilance superiors or the Secretary to the PCAO, prompting questions regarding the nature of these frequent interactions. Separately, unverified rumors concerning personal conduct continue to circulate among employees, which observers note should strictly be evaluated by a competent authority through an impartial inquiry if deemed relevant.
Further scrutiny has been directed toward the recently inaugurated basketball court, commissioned in February at an estimated cost of ₹25 lakh, which reportedly suffers from significant quality deficiencies. Sources claim that surface defects and potholes appeared shortly after completion, requiring immediate patch repairs. Local players allege they have been discouraged from utilizing the court while it remains predominantly occupied by the official’s family, a scenario that critics argue defeats the purpose of utilizing public funds.

Additionally, unsubstantiated claims suggest the Dy. CVO may have held a personal interest in the execution of the project and received undue benefits from the executing agency.
