Concerns Raised on recent GM Postings, Part-II: Absence of Administrative Accountability
We reported a whistle blower input on 16 April, 2026 “Concerns Raised on recent GM Postings”.
This has invited opinions of several serving officers and we reproduce opinion received from one such officer. Here #Railwhispers will like to put on record that there is a disturbing trend that is being encouraged. Senior Officers are taking hands off approach on administrative duties—they claim that they have not done anything and are unconcerned from corruption and wrongdoing of their subordinates—“जिसने किया है वो भुगतेगा, हमें क्या, हमने तो कुछ नहीं किया!”
This is egregiously wrong. How can administrative leader be so disconnected with #wrongdoings and #corrupt-activities of their juniors? This trend has led to a senior leadership which does not want to solve difficult problems and touch sensitive issues, in effect a victory of sorts to corrupt, entrenched elements till they are caught by CBI.
Recent case of #CEDE/CR, elevation of #CAO/C/ECR as GM/WR despite spate of arrests by CBI in his office, elevation of former #DRM/BRC despite presiding over industrial scale departmental examination which led to cancellation of all departmental examinations across the country are few examples which show that leadership of railways is encouraging hands off leadership. Is this the transformation?

The first list prepared for the GM panel of the 1989 batch was never allowed to come forward; it was suppressed internally. Subsequently, a second list was created, in which several allegedly corrupt officers were promoted to the position of General Manager, including an officer from #NFR.
The situation in the Railways has become very concerning. It appears that by sidelining deserving candidates, individuals with questionable integrity are being elevated to higher positions, which is tarnishing the image of the age old system.
This officer is directly involved in many corrupt case in NFR like—
- Unauthorised sending materials of a transferred officer from #NFRailway to #SWRailway by Railway saloon.
- Smuggling huge amount of corruptly earned cash from Guwahati to Ranchi, staff caught red handed at Siliguri GRP in July, 2025. The case got suppressed by paying huge bribes – you boss was also involved allegedly in this cash smuggling case.
- Taking bribe from own officers for transfer-posting.
- Using and keeping additional railway vehicle at residence for personal use on railway cost in 2024-25. Now vehicle seized by vigilance.
No any action against him due to his proximity to top boss in zone and board. There’s a #CBI FIR in saloon case. Still, this officer is ultimate boss.
Note: As CBI investigation and Vigilance investigation is on, we have not published name of the officer.
