Gold-Plated Silver Medal Fraud
An agreement was executed between West Central Railway (#WCR) and #Vipul_Jain, Director of M/s #ViableDiamonds, Indore for the supply of gold-plated silver medals to WCR. The Purchase Order No. 62224056100295 dated 23.01.2023 was executed with M/s Viable Diamonds Indore, for the supply of 3,640 gold-plated silver medals for total value of ₹49,68,627/-.
As per conditions of purchase order, the material was inspected by Anuj Kumar Verma, Inspecting Engineer of RITES Ltd. on 18.09.2023 and 03.10.2023, and samples were tested as per the #RITES Test Report dated 12.10.2023 which indicated conformity with specifications and a silver purity of 99.90%.
The material supply of 3,631 medals was received at the General Store Depot, Coach Rehabilitation Workshop, Bhopal on 19.10.2023 and remained in official custody. 9 medals were consumed during laboratory testing by RITES official.
Subsequently, a vigilance check conducted by Vigilance Officers of West Central Railway on 12.09.2025 led to fresh sampling. These samples were tested at #NABL-accredited laboratory Shree Ram Testing Laboratories Pvt. Ltd., Noida, and the Government laboratory, National Testing House (#NTH), Kolkata. The test results revealed that the supplied items did not confirm to the specifications of the purchase order.
The samples failed to meet the tender specifications. The reported #Silver content in the #Gold Plated Medal was only 0.0023%, whereas the #Copper content was found to be 99.80%.
The said source information was duly verified by the #CBI, and such verification prima facie corroborated the allegations. The foregoing facts disclose the commission of cognizable offences punishable u/s 120-B r/w 420, 468 and 471 of IPC, and section 13(2) r/w 13(1)(a) of PC Act, 1988 (as amended in 2018), on the part of M/s Viable Diamonds, Indore and public servants of Indian Railways and RITES. Hence, a Regular Case, vide RC0082026A0003 dated 25.03.2026 is registered and investigation thereof is entrusted to Akash Kumar Meena, ASP ACB, Bhopal.
