First it was self enrichment, luxury for self which #compromised ability of senior #leadership of Indian Railways to take prudent decisions. This has led inevitably to breeding of vulnerabilities which have now blossomed in to serious national level threats in administrative practices and in products IR bought—signalling, rolling stock, track machines.

Complete collapse of every department’s internal governance forced GOI to reform cadres and break the bonds of vendor-officer, officer-officer, officer-supervisor, vendor-supervisor and intra-cadre bonds. But the wrong assessment of problem and wrong set of ‘trusted’ advisors led to series of humiliating u-turns which brought IR in state which is worse than when it was subjected to ‘transformation’.

“Serious National Threat—Part-I” article shows how persistent failure to act on malfeasance has finally become national #threat. This #article begins exploration of such vulnerabilities which will cost us war, subject India as a nation to humiliation, can cause loss of confidence in government.

It was ‘transformation-man’ who forgot that changing engines of a flying aircraft is different from changing them while in a hangar. This is mark of absence of grounded competence. Grounded competence was a trait that defined railway officers once. Today the top leadership of IR consists of-frustrated or compromised Level-15, stymied Level-16 and a Level-17 which lacks basic grooming of OLQ.

Wrong decisions that led to loss of tens of thousands of crores in abandoning new diesel locomotives, failed scheme of high rise overhead electrification, 2×25 kV electrification of lines which hardly carry any traffic, pedestrian level of traffic-network planning leading to poor punctuality and average speed of goods trains, dangerously wrong sequence of preparation for target three billion ton-which forgot that additional lines are needed before rolling stock is bought in numbers.

Add to it #decision to remove requirement of being a #DRM for being considered for #GMship something which has been done reportedly to #favour someone in future whose wife did not get VIP treatment.

A government which could evacuate Indians in raging Ukraine-Russia war, get LPG through Strait of Hormuz, abrogate article 370 failed before the machinations of Railway Babus. We have been alerting Hon’ble PM and Railway Minister to get rid of All India Delhi Service (#AIDS) and Khan Market Gang (#KMG) at the earliest.

While Railway Minister and Prime Minister strives to finish off traces colonial hangover, his own secretariat reportedly is showing unprecedented indulgence. This is after there were reports of his pressure to bend rules to become DRM. The #VIP treatment demanded by and for the family just shows the level of #entitlement over rest of the hardworking officers who have no protection from such elements who serve in highest office of the ministry.
