Signaling Disarray on the Delhi-Howrah Main Line: ‘Perfecto’s Failure Exposes Flawed ‘Perfection’ Claims

The severe traffic crisis that erupted on October 30 in the strategically vital Sonnagar-Gaya GC section of the Pandit Deen Dayal Upadhyaya Division under East Central Railway has once again brought Indian Railways’ operational mechanisms and sluggish contract management systems under scrutiny. At the root of this critical situation is the gross negligence and poor operational style of the notorious signaling firm, M/s Perfecto Electricals, which has once again forced the railway administration to its knees true to its old habits.

According to internal inputs received, the said signaling contractor’s utter failure to complete scheduled automatic signaling works between Rafiganj-Islampur and Gurharu block sections on time has crippled the entire rail section, resulting in yard re-connection work being completed with a massive delay of 24 hours, leaving hundreds of important express and freight trains stranded indefinitely. This severe disruption not only put passenger convenience in deep jeopardy but also severely impacted the backbone of freight movement on this ultra-busy national transport route, and the direct and full responsibility for this lies squarely with the concerned contractor firm.

Several working and retired senior officers of East Central Railway have expressed deep concern that this is not the first time such heavy administrative and operational disaster has been inflicted upon East Central Railway due to this particular firm. Turning the pages of history reveals the fact that back in 2012, during the modernization and installation of the Route Relay Interlocking (#RRI) system at Patna Junction, substandard and faulty works carried out by this very firm caused massive chaos, halting train wheels at various stations under Danapur Division and causing immense hardship to passengers.

At that time, the situation became so explosive that top railway board officials and the then General Manager of Western Railway had to camp in Patna for nearly a month to overcome the crisis and restore operations through war-footing remedial works. At that time, the Chief Signal and Telecommunication Engineer (Construction) responsible for this gross failure was immediately transferred to South Western Railway, which stands as proof that the history of this firm’s works has always been under a cloud of suspicion.

The irony is that this is the same blacklisted firm which, after the Central Bureau of Investigation registered a criminal conspiracy case involving serious matters of bribery and corruption, was strictly barred by the Railway Board from business dealings across all Indian Railways and production units for a long period of five years starting from April 23, 2018.

This high-profile bribery case saw the firm’s partner and other implicated officials caught in the legal net and sent behind bars, tearing the veil off the corruption prevalent in the railway contract mechanism.

However, as soon as this five-year ban period expired in 2023, the firm resumed grabbing railway signaling contracts with its old work culture, and allegations surfaced that it began pressing for arbitrary payments without any ground progress or actual work. Taking prompt action on this, the Chief Signal and Telecom Engineer (Construction) North of East Central Railway canceled the firm’s contract with immediate effect due to lack of work progress and apathy, once again validating its working style.

Throwing caution to the wind regarding its past black deeds, serious irregularities, and history of bans, this same firm was once again awarded the automatic signaling work between Sonnagar and Manpur in the Pandit Deen Dayal Upadhyaya Division in 2023, with a target completion deadline of 2025. Repeating its old behavior once again, this firm has proven to be a total failure in achieving targeted goals and completing work on time, creating a grave administrative and operational challenge before the East Central Railway administration.

Due to this severe delay, a direct and adverse impact is now falling on the execution of the ambitious and safety-focused Kavach project of the railways, as incomplete automatic signaling work has blocked the path for installing the Kavach system. To cope with such a situation, the railway administration is now contemplating moving forward with the Kavach project without waiting for the completion of the automatic signaling work, while the serious financial and administrative question also looms large as to who will bear the burden of the heavy extra cost that will arise if the left-out signaling portion is executed again later. #Railwhispers is collecting more information on this issue.
