Demand for Nationwide Inquiry into W-Beam Contracts in Indian Railways
Railway safety cannot be compromised at any cost. It is imperative that #RailwayBoard Vigilance, Zonal Railway Vigilance, and independent statutory auditors and agencies immediately conduct a comprehensive, time-bound inquiry into all W-Beam (metal crash barrier) contracts across Indian Railways.
Scope of Mandatory Inquiry
The inquiry must cover every zone and project, with special focus on:
- Material Specifications
- Verification of steel grade, thickness, zinc coating (galvanization), and corrosion resistance
- Compliance with approved RDSO / IRS specifications
Quality Examination
- Random sampling and third-party lab testing
- Cross-check of manufacturer test certificates (MTCs) with actual site material
Quantity Verification
Dual measurement system mandatory:
- By weight (MT/kg)
- By running meter (RM)
Detection of short supply through under-weight or reduced thickness sections:
- Financial & Contractual Audit
- Rate justification vs market price
Detection of cartelization, tender manipulation, or post-award compromises:
- Fixing responsibility on contractors and approving officials
Why This Is Critical
W-Beams are life-saving safety components installed along railway boundaries, bridges, and high-risk zones.
Sub-standard or under-weight material directly endangers lives and results in:
- Huge public revenue loss
- Long-term safety hazards
- Erosion of public trust in railway infrastructure
Clear Message
Any compromise in W-Beam specifications is not a minor deviation — it is a serious safety and financial fraud.
What Must Follow
- Zone-wise public disclosure of findings
- Recovery of losses from erring contractors and officials
- Blacklisting and disciplinary action wherever violations are established
- Criminal proceedings in cases of deliberate manipulation
