Experts say that in railways—Divisional Railway Manager (#DRM) is the 1st command post where one gets to handle all the departments and develop an understanding of #operational and #safety issues and challenges facing different departments.
General Manager (#GM) is the 2nd and last such command post on a much greater scale. So a GM without having been DRM may find it difficult to develop a rapport with multidisciplinary teams. If the tenure will be less than two years than by the time the GM gets a hang of the interpersonal dynamics and operational issues, it will be time to pack up.
Further a #Member of the #RailwayBoard is supposed to be the functional technical head of the concerned department. So how do we expect a Member to take a technical decision about a department in which he has not worked?
How can a S&T officer be the last word for track dynamics, or bridges where people develop expertise after years of slogging in the field. Similarly can a Civil Engineer take a technical decision about signalling architecture? Or TRD?
These are questions which must be deliberated and knee jerk reactions should be avoided.
Finally to quote Bert Lance, the Director of the Office of Management and Budget under President Jimmy Carter. “That’s the trouble with Government—Fixing things that aren’t broken and not fixing things that are broken”.
Also point to note that #finance is a general function in all ministries and finance officials in all ministries are general cadre people. Further, #DOPT which is the last word in HR is itself staffed by generalists.
