Ek Corrupt Railway: Power corrupts and lack of spine corrupts absolutely

Note: This is a whistle blower account which we confirmed from multiple sources. We welcome counter view of those who are named and assure them of space to give their point of view. Further we request Minister and CRB to investigate the claims made by the whistle blower which have been found true by several serving railway officers!

Creation of ECR, it is now unanimously agreed by most of the well meaning officers has been one of the worst decisions that government ever took in Railways. Making this #Bihar centred #Railway meant it inherited all the ills of Bihar politics-arbitrary exercise of #power, #corruption and #caste.

“Ek Corrupt Railway” is best suited acronym of East Central Railway (ECR). We have covered several departments of #ECR in past, this article is by a close watcher of erstwhile #EasternRailway of which ECR was part.

Developments happened in past few days are sufficient enough to confirm the level of corruption in this Railway. #Caste and #Cash consideration has completely taken over the #competency-it is cash and carry system in transfers in all departments now, as recent #CBI cases show. Recent #transfer orders of Railway Protection Force (#RPF) inspectors and other officers are now seen with increasing suspicion as allegations of corruption and caste are flying thick.

A senior member of RPF mentioned that it is curious that fellow caste mates of PHOD of RPF have been given lucrative and important positions. Considerations of cash and kind have allegedly played role.

On back of CRB’s Instructions

General Manager has transferred more than 100 officers at the instance of #CRB post Pandit Deen Dayal Upadhyay (#DDU) Division fiasco but reliable sources informed that these are not transfers but adjustments as preferred by those officers.

It is difficult to disbelieve as this happened when former Rail Minister #PiyushGoyal wanted #RailBhawan to shed fat. Everyone got adjusted in Baroda House, #NorthernRailway.

All #PHODs have played their game in ECR. How far does #GMECR know or was he party to these adjustments is yet to be revealed.

On one hand, #RailwayBoard is saying to transfer officers before their normal tenure but giving extensions to #ADRMs and posting local ones as #PHOD which is breeding and spreading corruption.

One PHOD who is local has transferred two tribal officers at far off places but posted his two caste fellow officers to places of their choices. Can GM turn blind eye to all these. He is equally responsible for these questionable movements.

26 persons including two branch officers (#BOs) are arrested for manipulating departmental examinations for hefty money were arrested by CBI in first week of March but GM/ECR awarded the division with the shield of #BestDivision just after 15 days. At whose behest GM has done it or it is suo-moto action of GM.

If it is suo-moto action nothing can be as unfortunate as that. #DRM is not aware of corruption taking place under his nose it is impossible to believe. But bigger question is that why GM is honouring that DRM? How can #GM and #DRM distance from #Corruption at industrial scale which could not have happened without long patronised networks of connivance?

Officers were arrested by CBI in ECR Headquarters, construction department and divisions. Staff are being arrested for carrying 850 grams gold bars everyone knows whose gold it was. Where is that staff where he has been posted again whether GM is aware of it?

Corruption is at its peak during this GM tenure. More chances of becoming #MOBD are diminishing more of his arbitrary and difficult to explain decisions are happening. There is no fear among #corrupt officers of ECR. There is evil nexus of #officers and #contractors in ECR. GM/ECR is either afraid of breaking this nexus or interested in carrying on this unholy nexus for obvious reasons.

Mr #RailMinister, corruption is not due to smaller staff but racket is run by senior officers like Board members, General Managers, PHODs and DRMs. Because power lies with them only. Power corrupts and absolute power corrupts absolutely powers without responsibility makes them corrupt and cruel both.

Bihar is citadel of learning; it is not cursed by #Koshi but by those officers who cannot rise above caste and cash consideration despite being highly educated and sitting on topmost posts. Its matter of shame. No local officers should be made GM, DRM and PHOD in ECR. One ex DRM of one of the divisions of “EK Corrupt Railway” is trying to become PHOD of Operating department. If #Members and #Minister is not able to find people for ECR then the office should be shut down divisions should be merged with other nearby railways. Contd..
