Empanelment to L-16 posts of IRMS: No one from Civil Services can apply

Can a Minister so blatantly do this, who is himself a civil servant?

You cannot make a rule where nobody from a section will ever be eligible! Will it survive in the Court of Law?

All the IRTS, IRAS and IRPS of 1983 and 1984 batch have retired except Member, Operation & Business Development (MOBD), who cannot apply for the same post.

Some back of envelop calculation:

1984 batch is eligible for applying.

Presently 1989 batch is HAG in IRTS. So basically eligibility becomes 5 years in HAG.

1989 batch means 32 years of service.

Clubbing the two statements, it means one has to have 32+5=37 years of service just to become eligible to apply for Level-16 and Level-17. Implying cut-off age as 23 at joining.

Someone mentioned that average of CSE these days is 26+ years.

Door is closed and sealed for Civil Services. Only Engineers can apply.

The 23 years entry age would be required to be considered for empanelment, then if add some time as waiting period and then entry age in Civil Services should be around 22 yrs to serve around 6 months as GM.

Eligibility for application for Level 16 i.e. GMs 29 post:

1985 batch, assuming cut-off date in service as on 1st January 2023
IRTS – 1
IRAS – 1
IRPS – 0
IRSE – 11
IRSME – 13

1986 batch, assuming cut-off date in service as on 1st July 2023
IRTS – 4
IRAS – 5
IRPS – 1
IRSE – 31
IRSME – 24

1987 batch, assuming cut-off date in service as on 1st July 2024
IRTS – 2
IRAS – 7
IRPS – 3
IRSE – 18
IRSME – 22

Add people from IRSSE, IRSEE, IRSS in each batch.

Now it is anybody’s guess how many IRTS will be in GM panel in next 3 years.
