PAC/PSC Chairperson & Members should not be addressed to as Chairman & Members of the Railway Board

“गुजरात राज्य के अंकलेश्वर, भरूच, वड़ोदरा स्टेशन का किया निरीक्षण। डॉ अभिलाष पांडेय चेयरमैन रेलवे बोर्ड मा पी के कृष्ण दास जी और अन्य 4 सदस्यों के साथ स्टेशन का निरीक्षण किया। डॉक्टर अभिलाष पांडेय ने यात्रियों की सुविधाओं को और अच्छा करने, जिससे ट्रेनों में यात्रा करने वाले यात्रियों की सुविधा हेतु केंटीन में बच्चो के मिल्क प्रोडक्ट, स्वच्छता, दिव्यांगो की सुवधाओ, और यात्री सुरक्षा (कैमरे) के लिए रेलवे अधिकारियों सहित आरपीएफ और जीआरपी को निर्देश दिए।”

उपरोक्त खबर में पी. के. कृष्णदास को “चेयरमैन रेलवे बोर्ड” बताया गया है। जबकि पी. के. कृष्णदास, रेलवे बोर्ड द्वारा गठित पैसेंजर एमेनिटी कमेटी (पीएसी) के चेयरपर्सन हैं। कुछ नौसिखिए पत्रकार या तो उनकी चापलूसी या फिर गैरजानकारी के चलते इस तरह की गलत रिपोर्टिंग करके जनसामान्य को गुमराह करते हैं।

रेलमंत्री/रेलवे बोर्ड द्वारा रेलयात्रियों की सुविधाओं के संदर्भ में ऐसी दो कमेटियों – पैसेंजर एमेनिटी कमेटी एवं पैसेंजर सर्विस कमेटी – का गठन हर दो साल के लिए किया जाता है। इनके चेयरपर्सन एमपी होते हैं और मेंबर्स सत्ताधारी पार्टी के कार्यकर्ता। ध्यान देने वाली बात यह है कि यह चेयरपर्सन स्वयं को न केवल “चेयरमैन रेलवे बोर्ड” और मेंबर्स स्वयं को “मेंबर रेलवे बोर्ड” कहलाना पसंद करते हैं, बल्कि इसी रूप में स्वयं को प्रचारित भी करवाते हैं। अतः नौसिखिए पत्रकार इसी तरह उन्हें अपनी खबरों में उल्लेख करके धन्य होते हैं।

पत्रकारों के एक व्हाट्सएप ग्रुप में शेयर की गई उपरोक्त दिग्भ्रमित करने वाली खबर पर पूर्व एडीशनल मेंबर, रेलवे बोर्ड और उक्त ग्रुप के वरिष्ठ सदस्य श्रीयुत एस. सी. जेठी ने उक्त दोनों कमेटियों के संदर्भ में एक विस्तृत स्पष्टीकरण देकर सभी पत्रकारों का मार्गदर्शन किया है-

The news item in reference suggests that Chairman Railway Board Shri P. K. Krishna Das conducted inspection of a few stations alongwith 4 other members.

It may be noted that there are two separate and distinctly different committees constituted by Hon’ble Railway Minister (Through Railway Board) viz “Passenger Amenities Committee” (PAC in short) and “Passenger Services Committee” (PSC in short).

The former looks after items of amenities to passangers at railway stations and in running trains whereas the latter looks after items of catering services to passangers at railway stations and on board of running trains.

These committees have their own separate Chairperson and members. However the Chairperson and Members of these committees should not be addressed to as Chairman and Members of Railway Board because the Railway Board and these two committees are altogether different entities and one should not be confused with the other.

Shri P. K. Krishna Das is the Chairperson of PAC and hence should not be referred to as Chairman Railway Board. Likewise the Members of PAC should also not be referred to as Members of Railway Board.

I hope the above distinction will be kept in mind while reporting future such news items.
