CBI registered a case against Bipul Chandra Das, Deputy Chief Electrical Engineer, Northeast Frontier Railway, Maligaon, for possessing assets disproportionate to his known sources of income

GUWAHATI: CBI registered a case against Bipul Chandra Das, Deputy Chief Electrical Engineer, Northeast Frontier Railway, Maligoan, for possessing assets disproportionate to his known sources of income.

The investigating agency registered a case (RC017/2021) U/S 13 (2) R/W 13 (1)(e) of the PC Act, 1988 and Sec 13 (1) (b) of the PC Act, 1988 (as amended in 2018) to this effect.

According to the FIR, Das was posted to Silchar as the Deputy Chief Electrical Engineer with the duty and function of looking after the construction work from 2012 to 2015, and heavy construction was going on for operation of the train line (Broad Gauge) from Lumding to Agartala which includes the installation of generators and electrification of newly constructed tunnels and stations.

During allotment of the works and payment for the said works, he collected illegal gratification from contractors and earned a pecuniary advantage.

The known source of the income of Bipul Chandra Das, during the check period from 01.01.2012 to 31.12.2018, is around Rs 73,02,458, and the expenditure during the same period will be around Rs 67,43,492.

Thus, the assets acquired by Bipul Chandra Das during the check period is around (Rs 1,34,00,000-Rs 35,00,000 = Rs 99,00,000, whereas his likely savings during the check period will be around Rs 5,58,966.

Thus, prima facie, it appears that Bipul Chandra Das enriched himself illicitly during the check-period, and the extent of disproportionate assets (DA) will be around Rs 93,41,034, whose percentage comes to 127 per cent.
