Why not CVC Rules or Guidelines aren’t applicable on PED/Vig/RlyBd?

Agreed List of Railway officers for the year 2021 has not been finalised till date by Principal Executive Director, Vigilance, Railway Board (PED/Vig). Even all Zonal Railways sent their list in the month of March 2021.

As per reliable sources, “Despite two major penalty (SF-5) recommended against a SAG officer by SDGM of one of the Zonal Railways and further recommendation of putting him in Agreed List 2021, PED/Vig, is planning to drop both the cases and also not putting him in Agreed List 2021 after dealing for a huge amount with him?”

“This is the main reason that the Agreed list is being delayed and most probably he will not finalise this year which is clear cut violation of Indian Railway Vigilance Manual”, said the sources.

Sources further say, “PED/Vigilance is very much manipulative in making Agreed List. Allegedly he drops few deserving candidates from agreed list after taking huge money from several officers and put names of many honest officers in the list without any reason after getting huge money from contractors.”

“As these honest officers become impediment in looting railway money by contractor, who gives major portion to PED Vigilance Railway Board for his blessings,” confirmed by a senior railway officer.

“This is the reason that Agreed List for 2021 has not been finalised till now by PED/Vig. due to his vested reason and interest”, he said.

It is heard that he wants to drop big fish of above from the agreed list despite recommendations of SDGMs from Zonal Railway after dealing for a huge amount.

One honest officer – who don’t want to be named – says, “He has been playing this kind of game for the last four years. PED/Vig. has become ‘Aaka’ or ‘Big brother’ for all corrupt officers specially all technical departments and contractors in Indian Railways.”

He said that no one can do anything because the Railway Board and CVC are mute spectators taking no action against him despite so many serious complaints and doing corrupt practices for the last four years, and holding the chair for around the same period.”

It is further heard that this year he will not approve Agreed List as only 3 months are left to end 2021 just to favour few officers allegedly after taking huge money.

He is running Railway Board Vigilance Organisation in autocratic way and not following Indian Railway Vigilance Manual (IRVM), CVC Vigilance Manual and Ministry of Home Affairs (MHA) various instructions regarding making Agreed List.

CBI or CVC to immediately intervene and check, and investigate the complete Agreed List for 2018, 2019, 2020 under his regime and also to investigate why it was not decided till now for the year 2021. Then only the “khela” of PED/Vigilance can be known to all.
