On the one hand the demotivation and harassment of the officials, and on the other hand the politician enjoys all perks and privileges despite of the gravest of the allegations of corruption & crime

रेलवे सहित सभी सरकारी क्षेत्रों में ईमानदारी तभी होगी, जब सभी सरकारी अधिकारियों-कर्मचारियों की भर्ती के समय ही उनके माता-पिता, भाई-बहन, पत्नी जैसे सभी सगे-संबंधियों और ससुराल पक्ष की भी चल-अचल संपत्ति का समस्त ब्यौरा लिया जाए तथा हर साल उसका फिजिकल वेरीफिकेशन भी करवाया जाए, तभी पता चलेगा कि आय के अनुपात में हर साल उनकी संपत्ति कितनी बढ़ी!

यही पैमाना राजनीति से जुड़े ग्राम प्रधान, ब्लाक प्रमुख, जिला पंचायत प्रमुख, पार्षद, नगरसेवक, विधायक, सांसद और केंद्र और राज्य सरकारों के मंत्रियों इत्यादि सभी लोगों पर भी लागू किया जाना चाहिए! तभी शायद समाज और व्यवस्था से भ्रष्टाचार को कुछ कम कर सकते हैं, अथवा यथासंभव कुछ नियंत्रित किया जा सकता है

उपरोक्त ट्वीट के बाद एक वरिष्ठ अधिकारी ने व्यवस्था में व्याप्त प्रशासनिक विसंगतियों पर बहुत सटीक टिप्पणी की है। यहां प्रस्तुत है उनकी वह टिप्पणी इस उद्देश्य के साथ कि व्यवस्था में कोई तो ऐसा समझदार और व्यवस्था का भला चाहने वाला, समाज एवं व्यवस्था की एकसाथ उन्नति चाहने वाला होगा, जिसकी निगाह इस टिप्पणी पर पड़ेगी और वह व्यवस्था में यथोचित सुधार करने की पहल करेगा।

As the officer writes, “The discrepancy in standards, rules and norms laid down between civil servants and the political bosses in matters of Vigilance are huge and humongous.”

“Unless these discrepancies are removed and all matters related to alleged corruption are dealt with at par, no transparency or probity in public life is possible.”

“Both the officials and their political  bosses come under the category of public servants.  But while the employees and officers suffer ignominy, harassment and stringent  structures pending the prettiest of Vigilance cases the politician is not departed from fighting elections or holding high offices even in cases of pending criminal investigation against them.”

“There is no time limit for concluding Vigilance or criminal investigation.”

“No punishment for false, fabricated and concocted charges.”

“No accountability among investigators and complainants what so ever.”

“Often, cases are framed to sully the image of a particular officer or to derail his career prospects.”

“The conspirators in such cases have nothing to lose.”

“Public money and time is wasted in such prolonged litigation.”

“There is also non application of mind and honest officials suffer long years of avoidable torture.”

“All these are the root causes of proliferating corruption on the one hand and demotivation among the officialdom.”

“The politician on the other hand enjoys all perks and privileges inspite of the gravest of the allegations of corruption and crime.”

“Many of them go up to become Minister and even Chief Minister as the Julian process is slow and incompetent.”
