Delay in preparation of shortlisting will affect the chances for the officers aspiring to become DRM

These NF-HAG orders for IRSME and IRTS indicate that Board Members and CRB/CEO are getting the things done irrespective of Covid or not only it is a matter of priority!

It is excellent thing that NF-HAG orders of 91 batch of IRSME and IRTS cadre are issued timely in peak covid period.

For the issue of these orders Secretariat branch of the Railway Board has to undergo the entire process upto Minister for Railways which is similar for DRM shortlist also except this is for particular department while the DRM covers all the departments.

These orders are issued though their timings hardly matters to the officers included in them, i.e. they would have got the NF-HAG w.e.f. 25.03.2021 irrespective of order date.

Whereas delay in preparation and publication of shortlist of DRM will affect the chances for the officers aspiring to become DRM as the current shortlisting cycle will be over on 30.06.2021 as per the extant policy of Railway Board, dated 16.08.2016.

These orders indicate that Board Members and CRB/CEO are getting the things done irrespective of Covid or not only it is a matter of priority.

Hence, similar type of promptness is to be exhibited by them to maintain transparency in preparation of the shortlist for DRM, the mainstay of railway system.

In the interest of the system and officers who may miss the chance to become DRM due to inactiveness of administration, CRB should arrange for making shortlist of DRM and making it public as was being done in previous years.

Railway Administration has to understand repurcussions of delaying the shortlist and also advantage of making it.

In case shortlist is prepared, the shortlisted officers will be ready for posting whenever administration desires.

This will make the pool of officers available for administration for posting in case of eventuality also (e.g. DRM/HWH post is lying vaccant for last 4 months due to unfortunate and untimely demise of earlier DRM as no shortlist is available) but posted an officer by his own choice of the head of the Railway Board.

For the officers, this will ensure that they do not miss their chance and unnecessary anxiety and uncertainty will not be there in their mind.

Another opinion of an senior officer of the Railway Board, “Granting of Non Functional Grade is not associated with eligibility of DRM or GM. It’s merely granting financial upgradation when their 2 years junior IAS got that grade in Central Government Officers having more then 25 years of service are eligible for NF-HAG and DoPT announce a cut off date for Group ‘A’ services for granting Non Functional status at JAG, SAG and HAG level taking the criteria of IAS promotion as stated”.

“The Railway Board generally delayed this even after DoPT declaration and it is given to them only 2-3 years later from DoPT order. Keeping the competency of Railway Board in consideration nobody object and accept whatever is given”, he said.

एक अन्य वरिष्ठ अधिकारी का कहना है कि “यहां मतलब यह है कि रेलवे बोर्ड ने एनएफ-एचएजी को शार्ट लिस्ट कर दिया लेकिन डीआरएम के लिए यह शार्ट लिस्टिंग नहीं कर रहा है, जबकि इसकी समय-सीमा 30 जून 2021 को समाप्त हो रही है। इसके पीछे का राज यह है कि अनचाहे लोगों को अयोग्य बताकर कुछ चहेतों को योग्य करने के बाद लिस्ट तैयार करना है। इससे डीआरएम बनने की आस लगाए बैठे अधिकारीगण निराश हो रहे हैं।”

जबकि एक और बड़े अधिकारी का कहना है कि “नॉन फंक्शनल हायर एडमिनिस्ट्रेटिव ग्रेड (एनएफ-एचएजी) दे दिए जाने से कोई फर्क नहीं पड़ता। यदि कोई योग्य अधिकारी उस योग्यता में आता है, तो उसे डीआरएम बनने से नहीं रोका जा सकता है।”
